Sealed bids will be received at City Secretary’s Office, 1110 Houston Street, 3rd floor, City Hall Building, Laredo, Texas, until 4:00 P.M. on October 24, 2024 as detailed in the Information to Bidder, and publicly opened, read, and taken under advisement on October 25th, 2024, at 10:00 A.M. for the furnishing of all necessary materials, machinery, equipment, labor, superintendence, and all other services and appurtenances required for improvements for the City of Laredo, and shall include acknowledgement of any addenda submitted, and all other documents included in said bid call. Said bid shall be marked,
FY23-ENG-34 “CITY OF LAREDO BOULEVARD OF THE AMERICAS PHASE 2”The City of Laredo Boulevard of the Americas Phase 2 shall feature the construction of Plaza Azteca, located at 700 Hidalgo St., including but not limited to concrete and pavers surfaces, landscaping, irrigation, lighting, seating areas, stage, concession building with 3 suites and two unisex restrooms, mechanical room and storage, as well as shading structures, site furnishings, drinking fountains, garbage containers, bike racks, directional signage, monuments and garbage enclosure.
Also included in the scope of work is the construction of Plaza La Noria, located at 700 Farragut St. including but not limited to concrete and pavers surfaces, landscaping, irrigation, lighting, seating areas, shading structures, site furnishings, drinking fountains, garbage containers, bike racks and directional signage.
Construction contract time for the project is five hundred fifty (550) calendar days.
All complete Bid Proposal in the hands of the designated official at the time set in this Notice to Bidders shall be considered. All Bids Proposal shall be accompanied by an acceptable Bid Deposit in an amount of not less than five percent (5%) of the total Base Bid. Bid Deposit will be verified by the Owner prior to bid certification. Bids without an acceptable Bid Deposit will NOT be considered. Refer to Section A-2 Information to Bidders for complete information. Hand-delivered Bid Proposals and Bid Guaranties must be original and must be sealed in an envelope plainly marked with the name of the project as shown above, and the name and address of the Bidder. For Bidders electing to submit Bids and Bid Guaranties electronically via Cit-E-Bid, Bid Guaranties will be verified by the Owner prior to bid certification and electronic copies of Bid Guaranties will not be returned to Bidders. Mailed bids (i.e. USPS, FedEx, UPS), telegraphic, or facsimile submittals will not be allowed/considered. Further, on federally funded projects only, contractors must comply with the Federal Labor Standards Provision, Davis Bacon Act, Equal Opportunity Clause, Wage Determination and HUD and Urban Development Federal Requirements especially as it regards payrolls and basic records. All structural and reinforcement steel shall follow the Build America, Buy America Act (BABA).Bidders are expressly advised to review Section C-3.10 of the General Conditions of the proposed Contract as to the causes which may lead to the disqualification of a bidder and/or the rejection of a bid proposal. Unless all bids are rejected, the Owner agrees to give Noticeof Award of Contract to the successful bidder within ninety (90) days of the bid opening.
Bidders are expected to inspect the site of the work and inform themselves regarding all local conditions.

A pre-bid conference with prospective bidders will be held on, October 02, 2024, at 10:00 A.M. at City of Laredo Engineering Department. Refer to Cit-E-Bid or City of Laredo website for meeting information. Deadline for questions shall be on October 16, 2024 at 12:00pm.The Construction Documents and Specification may be reviewed or obtained free of charge at the office of the City Engineer, 1110 Houston Street, Laredo, Texas, or from the City of Laredo website www.cityofLaredo.com/bids.html .
