The City of St. Louis Continuum of Care MO-501 (CoC) Board of Directors and the City of St. Louis Department of Human Services (DHS) jointly announce this notice seeking proposals for New Projects for the following U. S. Department of Housing and Urban Development (HUD).
1. What’s New in the 2025 CoC Competition
There are VERY SIGNIFICANT changes in the FY2025 Continuum of Care Program Notice of Funding Opportunity compared to past years, reflecting both federal policy and priority shifts in HUD.

Important Changes Include:
• Tier 1 of the ranking process priority list is only 30% of the community’s Annual Renewal Demand ($4,744,252) – this is a significant decrease from last year (90% of ARD), which means that the amount of funding in Tier 2 has increased to $11,069,922. Tier 2 funding is at higher risk of not being funded in the overall national competition.
• HUD is also accepting new Transitional Housing and Supportive Services Only (Street Outreach and Stand Alone) project applications. A Stand Alone project provides direct supportive services to households experiencing homelessness with no attached housing provided. These projects can include outreach, case management, and referrals, and can be operated at a central site, multiple scattered sites, or even in a mobile "street outreach" model.
• HUD is NOT accepting new Joint TH/RRH projects with CoC reallocation or CoC Bonus Funds. Only DV Bonus funds may be used for this component type.
• HUD is reducing the total amount of Permanent Housing (Permanent Supportive Housing PSH, Rapid Rehousing RRH and Joint Transitional Housing/Rapid Rehousing TH/RRH) funded within a CoC to 30% of the Annual Renewal Demand. This cap is $4,744,252.
• There is a DV Bonus again this year of $2,693,656. DV Bonus and DV Reallocation may only be used to create new SSO-Coordinated Entry, Rapid Re-housing (PH-RRH), and Transitional Housing (TH) projects.
• There is a CoC Bonus again this year of $5,387,313. CoC Bonus funds may only be used to create new Supportive Services Only projects (street outreach, SSO stand-alone); Transitional Housing, Permanent Supportive Housing and Rapid Rehousing. NOTE: If the total consolidated application project priority lists exceeds the permanent housing funding cap, HUD will only fund up to the cap ($4,744,252).
• HUD Project Threshold Reviews – The NOFO includes specific project level review criteria with points to establish threshold expectations for all project types. HUD has always applied project level reviews but has included specific criteria and points. Note that if awarded, projects will be expected to meet ALL project criteria detailed in the NOFO.
2. Types of Project Applications
• Renewal Projects - Existing projects with an expiration date in calendar year 2026 may submit renewals. HUD does allow for minor changes in the project not to exceed 10% funding level changes between budget line items.
• Transition Grants Projects (New)- allows an existing renewal CoC grant with an expiration date in calendar year 2026 to change components (i.e., shift from RRH to TH) during the next program year. These are considered new project applications. Transition Projects can be created by combining one or multiple grants held by the recipient to create one project with the SAME recipient/subrecipient. The amount of the new transition grant must be the same or less of the total of the projects making the transition grant. If awarded, the new Transition Grant will begin one day after the expiration of the original renewal grant providing continuity of funding. The New Project will have the first year of operations to fully transition the program to the new component. The first year of operation of the new grant may only expend up to 50% of the grant on the former renewal grant program. NOTE: If transitioning from a permanent housing renewal (PSH, RRH, Joint TH/RRH) to transitional housing, the permanent housing participants would not meet eligibility for transitional housing (category 1, 2 and 4 homelessness status). Organizations will have to work to exit permanent housing participants to other permanent housing.
• Expansion Projects (New) – new project applications that add to existing CoC projects by serving more people, providing new or additional supportive services or both. The recipient/subrecipient, component type and eligible budget line items must be the same in the new expansion grant.
• Consolidation Grant Projects (Renewal) – One or more grants can be consolidated into one project to streamline grant administration. The recipient/subrecipient and component type, and budget line-item categories must be the same or eligible (e.g. may not have both operating expenses and rental assistance) in the new consolidation grant.
• New Project (New) - New project applications for new Supportive Services Only – Street Outreach or StandAlone (services not attached to a housing resource), Transitional Housing, Permanent Supportive Housing and Rapid Rehousing. Note: PSH and RRH will fall under the 30% ARD Permanent Housing Cap for the CoC.

• DV Bonus New applications for RRH or joint TH/RRH. Note any reallocated projects originally created from a DV Bonus can only be allocated to a new DV project.
City of St. Louis Subrecipient Renewal Applicants wishing to apply as a New, Transition, Expansion or Consolidation grant must consult directly with the City of St. Louis Homeless Services Division hsd-proposals@stlouis-mo.gov to facilitate those application actions. Decisions to amend the current project must be jointly decided no later than December 1, 2025 to address all the CoC local competition deadlines and confirm allowability of proposed project fund uses and to meet all deadlines for eSNAPS applications.
3. Funds Available
The following competitive funds are available in this funding notice:
• Renewal Funds Available for Renewal or Reallocation: $15,814,174
• CoC Bonus Funds: $5,387,313
CoC Bonus Funds can be used for new projects only. New projects may be created through a combination of CoC Bonus Funds and Reallocated Funds from an existing renewal project. Eligible Projects Include SSO – Street Outreach, SSO - Stand-Alone and SSO - Coordinated Entry, Transitional Housing, Permanent Supportive Housing and Rapid Rehousing.
Note that the City of St. Louis CoC Board of Directors, the Coordinated Entry Governance Committee and the HMIS Governance Committee have not identified a priority need for expanded SSO-Coordinated Entry or HMIS projects.
• DV Bonus Funds: $2,693,656
DV Bonus Projects must be dedicated to individuals and families of persons experiencing trauma or a lack of safety related to fleeing or attempting to flee domestic violence, dating violence, sexual assault, or stalking who qualify under paragraphs (1) or (4) of the definition of homeless at 24 CFR 578.3 or section 103(b) of the McKinney-Vento Homeless Assistance Act. Eligible projects may only be used to create new SSO-Coordinated Entry, Rapid Re-housing (PH-RRH), and Transitional Housing (TH) projects.
Note that the City of St. Louis CoC Board of Directors and the Coordinated Entry Governance Committee have not identified a priority need for a Supportive Services Only – DV Coordinated Entry Project.
Total Funds Available for FY2025 = $22,895,143
4. Local CoC Competition Policies and Procedures
The City of St. Louis Continuum of Care Board of Directors approved the FY2025 CoC Scoring, Review and Ranking Procedures in June 2025. Due to extensive changes in HUD’s NOFO (example: significant reduction in Tier 1 allocation) revised Scoring Review and Ranking Procedures will be approved by the Board and posted on the City of St. Louis FY2025 CoC Competition web page by Wednesday, November 26 at 5:00 pm. These policies and procedures will reflect HUD NOFO guidelines and expectations as well as the local CoC priorities. They will guide the work of the appointed Review and Rank Committee that make the ranking and funding recommendations to be approved by the board based on performance, objective and subjective criteria.
5. Competition Background and Applicant Resources
This RFP Notice only reflects highlights of the HUD NOFO details. All interested applicants should review the HUD Continuum of Care Program materials including the NOFO, CoC Interim Rule, New Project Applications Detailed Instructions and eSNAPS instructional guides.

The two most important HUD documents that should be fully reviewed and will guide new project applicants on eligible projects, program design, funding and HUD expectations and evaluation criteria are the:
• FY2025 CoC Notice of Funding Opportunity (NOFO)
• FY2025 CoC New Project Application Detailed Instructions – NOT YET POSTED BY HUD
The City of St. Louis Continuum of Care Board of Directors, Program Performance Committee and the Review and Rank Committee have developed application processes and scoring tools to conform to HUD NOFO requirements and to optimize the community’s overall HUD Collaborative Application to be competitive nationally against other CoC’s applications. The scoring tools can be found on the City of St. Louis CoC website.
6. Applicant Types – Subrecipient and Direct Recipient
All renewal applications must reapply in the same manner as the original grant awarded in FY2024. Any modifications to HUD contracts, recipient or subrecipients are to be handled through the recipient and HUD. The purpose of providing this option is to allow new project applicants the opportunity to consider their preferred contractual role should their project be selected, ranked by the CoC, submitted as part of the Collaborative Application, and funded by HUD. There are no preferences given to either applicant type in the project selection or ranking process locally or federally.
FY2025 New Project applicants have a choice in applicant type described below:
1. New Project Applicant as City of St. Louis Subrecipient: Applicants apply through the City of St. Louis Department of Human Services Homeless Services Division (HSD) thereby expressing a desire to apply for funds as a subrecipient and the City serves as the direct HUD recipient. Applicants accept City of St. Louis internal application process deadlines to assure projects are vetted through the City RFP standards and the City submits applications to the Continuum of Care.
DEADLINE FOR APPLICATIONS IS DECEMBER 5 at 5:00 PM TO ALLOW THE APPLICANT, COC NOFO CONSULTANT AND SUBRECIPIENT SUFFICIENT TIME TO COMPLETE ALL APPLICATION REQUIREMENTS IN eSNAPS PRIOR TO THE COC DEADLINE OF DECEMBER 11.
OR
2. New Project Applicant as direct HUD Recipient: Applicants apply directly to the City of St. Louis Continuum of Care thereby choosing to apply for funds as a direct HUD recipient. The Application must be submitted directly into the HUD eSNAPS electronic system and email all required application documents by DECEMBER 11 at 5:00 PM.
About the City of St. Louis Homeless Services Division – As a CoC Recipient
As administrator of federal, state, and local funds, the City of St. Louis Department of Human Services, Homeless Services Division (HSD) provides a comprehensive approach in responding to the diverse needs of people experiencing homelessness or housing displacement in the City of St. Louis.
The City of St. Louis HSD is the collaborative applicant for the St. Louis City Continuum of Care (CoC), as well as the administrator of Emergency Solutions Grant (ESG) and Domestic Violence Shelter Funding (RSMo 455.210 - 455.230). HSD performs several important functions to coordinate homeless services with the CoC in St. Louis City that include the following:
• Development, coordination, and monitoring of new and existing housing and services programs to meet the needs of people experiencing homelessness and/or at-risk of homelessness;
• Negotiation of contracts with social service agencies ensuring that housing and services are delivered efficiently, effectively, and unduplicated;
• Collaboration and partnership with a broad spectrum of participants in the homeless services delivery system such as health and human services professionals, advocates, government officials, representatives from nonprofit agencies, businesses, and persons with lived experience from the metropolitan area, to address any needs that arise for the homeless community; and,
• Participation in a wide array of community meetings, committees, councils, training events, and national events and conferences, and community events, to educate and share information and best practices in the field of serving and housing homeless individuals and families.
Through these activities, the Homeless Services Division works to ensure an efficient homeless services system for funding the most efficient and effective programs, reducing duplication of services, and increasing innovative program design.

HUD Definition of a Subrecipient
The CoC Program Grant Subrecipient:
1. Makes determinations about who is eligible to receive what assistance;
2. Has its performance measured in relation to whether objectives of the program were met (e.g., is accountable for meeting HUD-established performance measures);
3. Has responsibility for programmatic decision making;
4. Is responsible for adherence to applicable requirements in the program regulations and HUD’s grant agreement with the recipient as well as adheres to the City of St. Louis CoC’s Policies and Procedures and Written Standards of Care;
5. Uses the program funds to carry out a portion of a recipient’s ESG program or to carry out a CoC or ESG project, for a public purpose specified in the McKinney-Vento Homeless Assistance Act (e.g., for the benefit of homeless individuals and families and individuals and families at-risk of homelessness), as opposed to providing goods or services for the benefit of the recipient or subrecipient.
7. Eligible Projects and CoC Priorities (Points)
Projects sought in this competition include:
• Renewal SSO – Coordinated Entry
• Renewal HMIS
• Renewal Permanent Supportive Housing (PSH)
• Renewal Rapid Rehousing (RRH)
• Renewal Joint Transitional Housing/Rapid Rehousing (TH/RRH)
• New Transitional Housing (TH)
• New SSO – Street Outreach (SSO-SO)
• New SSO – Stand Alone (SSO)
• New PSH (PSH)
• New Rapid Rehousing (RRH)
Note that HUD has applied a significant funding cap (Section 1 above) on permanent housing so applicants should consider this in planning for new or renewal projects (PSH, RRH and TH/RRH).
Basic project type definitions, eligible costs, and programming elements of housing projects for the Continuum of Care Program Grant can be found on the HUD Exchange website. In addition to the FY2025 CoC NOFO and the HUD New Project Detailed Application Guidelines, applicants should also review HUD CoC Program guides and the CoC Interim Rule , and CoC Training Binders to fully understand program descriptions, requirements and eligible activities.
The City of St. Louis Continuum of Care has established the following priorities for applications:
New Project applications that address the following priorities will receive up to 40 bonus points. Renewal project application funding and ranking decisions will also be considered from the CoC priorities:
• Priority 1: Provision of mental health, health care, behavioral health, recovery and treatment support services through formal partnerships and/or on-site services.
• Priority 2: Provision of permanent housing for the most vulnerable households with multiple disabling conditions and limited capacity for employment.
• Priority 3: Retaining as many permanent housing units as possible within the parameters of the NOFO.
• Priority 4: Demonstration of a high rate of unit utilization and exits to permanent housing.
8. HUD Project Quality Thresholds (Points)
HUD has provided more specificity on project expectations in the form of project quality thresholds for both New and Renewal projects. HUD reserves the right to accept or reject projects that do not meet the NOFO project thresholds. These criteria are found on pages 55 – 64 of the HUD NOFO and are reflected in the new Form C of this application.
Renewal project quality thresholds are found on Form C – Renewal Projects (in the form of Yes or No). This form is to be completed by Renewal and Consolidation Projects. Renewal projects may earn up to 10 points.
New project quality thresholds (which are scored in the local competition and by HUD) are detailed on Form C – New Projects. This form should be completed for New, Transition and Expansion Grants. The St. Louis CoC will also apply these same threshold criteria in the local competition. New projects may earn between 5 – 10 points depending on the project component type.
Note that any new project ranked and submitted by the City of St. Louis local competition and if awarded by HUD will be expected to meet all project threshold criteria upon execution of the project. These criteria are included on Form C – New Projects
The Review and Rank Committee will consider all data and information available from applications to determine if new or renewals may significantly fall short of HUD project quality thresholds in its ranking and funding decisions.
9. Supportive Services Participation Requirement (Points)
The HUD NOFO reflects a policy priority where recipients of Continuum of Care funding require participants to engage in supportive services as a condition of receiving continual support. This can be demonstrated through program participation agreements between the provider (applicant) and persons enrolled in the programs. HUD will allow points for communities who achieve 100% and 50% of projects requiring program participation.
All applicants must complete Form D Supportive Services Participation to indicate how the project will engage participants in supportive services. Applications may earn up to 10 points.
10. Compliance with Administrative, National and Departmental Policy Requirements, and General Terms and Conditions
All applicants should be aware of the post award expectations to be in compliance with all administrative, national and departmental policy requirements. Beginning on page 107 of the NOFO, HUD details the laws, regulations, statutes and executive orders as well as general terms and conditions of CoC awards and contracts. 11. Conflict of Interest – Communications
Communication about this RFP or the local CoC Program competition with a member of the St. Louis City CoC Board of Directors appointed Review and Rank Committee is strictly prohibited until the entire project prioritization and funding decisions are final and approved by the CoC Board of Directors (Approximately December 19, 2025).

12. Homeless Management Information System HMIS and Performance Measurement
All CoC recipients and subrecipients must ensure that data on all persons served and all activities assisted under the CoC programs are entered into the HMIS in accordance with HUD's standards on participation, data collection, and reporting requirements.
The St. Louis City CoC participating agencies are required to enter data on a regular and consistent basis into the HMIS system administered by the Missouri Institute for Community Alliances (ICA). Data must be entered for CoC housing programs according to the CoC data timeliness standards. Any agency funded through the CoC will be required to use the HMIS system upon grant award. Agencies providing legal services or registered to serve persons fleeing violence are not allowed to use the shared HMIS system but must collect data in an HMIS equivalent system meeting the HUD data standards and regularly report de-identified aggregate performance data to the CoC and HUD.
All applications will complete Form B to indicate their experience and use of HMIS or other data collection tools and reporting.
13. Coordinated Entry Participation
All applicants should be aware that all projects will participate in Coordinated Entry. All PSH, RRH, TH/RRH and TH providers will comply with the City of St. Louis CoC Coordinated Entry Policies and Procedures in the referral and enrollment of units in their CoC funded programs. Supportive Services Only projects, such as Street Outreach, may have specific intake, assessment and other access point roles within Coordinated Entry.

When converting large files to PDF, please, where possible, print to pdf from an original electronic format RATHER than using a scanner. Scanned documents are often converted to images which create extremely large files. With the expedited timeline set by HUD, every opportunity to keep applications smaller, manageable, and easily navigable is greatly appreciated.
16. Match Documentation / Letter of Commitments
All applicants must submit a match letter of commitment, documentation of in-kind contribution, or other services agreement, MOU/MOA that provides the type, source, dollar value (as specific as possible, e.g. per household, per person, hourly rates), and date(s) of commitment of the source representing at least 25% of the total funding sought in the project application. To count as match a recipient or subrecipient must spend cash or in-kind resources on eligible activities. If the activity is not eligible under the CoC Program Interim Rule, then it cannot count as match. Match eligibility information can be found here:

17. Supportive Services Funding – CoC, Match and Leveraging (Points)
The HUD NOFO provides an opportunity to receive additional points on the consolidated application if the total amount of supportive services, proposed through CoC funding, leveraging, match, and other formal partnerships, has a value of 50% of the CoC’s Annual Renewal Demand ($7,907,087).
All Project applications will receive additional local points for the rate of documented supportive services secured for the project as a rate of the total CoC grant request.

18. CoC Rank and Review Process
The Program Performance Committee developed, and approved by the CoC Board of Directors the Review, Score and Rank procedures as well as the scoring tools used for renewal and new project applications.
A copy of the New Project FY2025 CoC Competition Scorecard City of St. Louis HSD and the St. Louis City CoC websites. The Rank and Review Sub-Committee will make decisions based on HUD NOFO guidance, new and renewal project scores, local priorities, and funds available. The CoC Review, Score and Ranking Procedures can be found on the City of St. Louis FY 2025 CoC website.

19. City of St. Louis Subrecipient New Project Applications RFP Terms and Conditions
1. The City reserves the right to reject any and all proposals submitted; to select one or more respondents; to void this RFP and the review process and/or terminate negotiations at any time; to select separate respondents for various components of the scope of services; to select final team members from among the proposals received in response to this RFP. Additionally, any and all RFP project elements, requirements and schedules are subject to change and modification. The City also reserves the unqualified right to modify, suspend, or terminate at its sole discretion any and all aspects of its New Project Application RFP process, to obtain further information from any and all respondents, and to waive any defects as to form or content of the RFP or any responses by any firm. Respondents may be asked to make one or more presentations and participate in interviews.
2. This RFP does not commit the City to award a contract, to defray any costs incurred in the preparation of a response to this request, or to procure or contract for services. All submitted RFPs become the property of the City as public records. All proposals may be subject to public review, on request, unless exempted as discussed elsewhere in this RFP.
3. By accepting this RFP and/or submitting a proposal in response thereto, each proponent agrees for itself, its successors and assigns, to hold the City and all of their various agents, commissioners, directors, consultants, attorneys, officers and employees harmless from and against any and all claims and demands of whatever nature or type, which any such proponent, its representatives, agents, contractors, successors or assigns may have against any of them as a result of issuing this RFP, revising this RFP, conducting the selection process and subsequent negotiations, making a final recommendation, selecting a proponent or negotiating or executing an agreement incorporating the commitments of the selected proponent.
4. Proposals shall be open and valid for a period of 60 days from the date of their submission to the City.
5. All materials submitted in accordance with this RFP will become and remain the property of the City and will not be returned. All proposals will be considered public records, pursuant to the City’s understanding and interpretation of the laws of the State of Missouri. All proposal material may be treated as open records. The City cannot guarantee confidentiality of any materials. Thus, proposals and communications exchanged in response to this RFP should be assumed to be subject to public disclosure.
6. The proposed activities within an applicant’s proposal must meet the funding priority and eligible components as stated within the RFP.
7. Applicant must have a DUNS Number.
8. Applicant must have registered in the System for Award Management ( https://www.sam.gov/SAM/ ) before a contract can be awarded and are strongly encouraged to start the registration process on www.SAM.gov as soon as possible.
9. Applicant must be current with IRS Form 990 filings (when applicable) or be under an automatic or approved extension.
10. Applicant must have completed all required federal audits (if applicable).
11. Applicant must be current on filings of all federal, state, or local taxes.
12. Applicant must not have any unresolved or open HUD audit or monitoring findings.
13. Applicant must be in good standing with the State of Missouri and City of St. Louis (Please note applicants must have a current business license or be deemed exempt by the License Collector’s Office).

20. Additional Considerations for City of St. Louis Subrecipient Applicants
Please note the City of St. Louis has the discretion to change subrecipient allocations based on the quality and quantity of proposals received. Private, nonprofit, tax-exempt organizations that plan to provide these projects/services are eligible to apply.
PSA Committee: In accordance with Ordinance 64102 and the Rules and Procedures for Professional Service Agreements promulgated pursuant to the same and approved by the Board of Public Service of the City of St. Louis, professional service selections shall comply with these procedures, including the use of a Selection Committee.
The Professional Services Selection committee shall be composed of the following: the Director of the department, division or agency seeking the professional service or the designee of the Director, who shall act as chairperson; one member of said department’s, division’s or agency’s staff selected by said Director, one member selected by the Mayor; one member selected by the Comptroller; and one member selected by the President of the Board of Aldermen.
The City will evaluate all proposals based on:
1. Review of the new project proposals by the Homeless Services Division (HSD) for conformance to the submission requirements and a determination of whether the proposals meet the minimum criteria established in this RFP.
2. Review of the proposals by the Professional Services Agreement Committee. The PSA committee may require interviews with applicants and provide applicants the opportunity to clarify their proposals and advise the City of any additional factors that may be relevant to their decision.
Each member of the Selection Committee shall vote to select applicants to perform the services requested in the RFP. Each PSA member will have one vote to approval formal submission of the proposals on to the CoC for submissions.
After the PSA Committee’s review process and decision-making meeting, DHS Homeless Services Division will provide written notification to all applicants regarding selections and movement of their proposals to the Continuum of Care’s Review, Score and Ranking process.
If the PSA rejects any proposal, they must provide written notification detailing the specific deficits within the proposal by September 6 at 12:00 pm/Noon.
NOTE: New Project Applications submitted directly to the CoC in eSNAPS, are not subject to the City of St. Louis internal PSA application review process. They will be reviewed only through the final CoC Rank and Review Process.
21. City of St. Louis Contract Obligations Subject to Appropriation
The award and performance of any contract or agreement that results from this RFP is subject to appropriation of funds for such purposes by the City, including re-appropriations for each fiscal period. The City reserves the right to not appropriate funds in any fiscal period to make the payments required under any agreement or contract. In the event funds are not appropriated in any fiscal period for the purposes of making payments as required, any agreement or contract for which the payments are not appropriated shall terminate without penalty or expense to the City whatsoever.
22. City of St. Louis Earnings Tax Requirements
Every contract for services executed on behalf of the City shall require certification from the Collector of Revenue dated not more than thirty (30) working days prior to the execution of the contract stating that the contractor has paid all City earnings taxes due as of the date of the certification and has filed all returns of earnings tax and payroll expense tax required to be filed as of the date of the certification and from the License Collector that the contractor has a current business license, if applicable. Any contract for services executed without such certifications shall be void and of no force or effect.
Every contract for services executed on behalf of the City shall reflect a deduction of the earnings tax at the rate of one per cent on the amount of each payment, subject to subsequent adjustment or refund when the subject earnings tax return is filed.
23. City of St. Louis Prohibited Contract Clauses
The City will not accept any contract awarded following this RFP that includes a limitation of liability clause. Limitations of liability clauses include, but shall not be limited to:
• Monetary caps on the amount a vendor or contractor will pay to the City under any circumstances.
• Limits on categories of risks or liabilities for which a vendor or contractor will compensate the City.
• Limits on or disclaimers of certain damages.
• Limits on when the City can bring a breach of contract or breach of warranty claim.
• Limits on when the City can bring a tort claim.
24. City of St. Louis Public Records Law
Any Contractor awarded this contract acknowledges that the City is a “public governmental body” under and subject to the State of Missouri’s Sunshine Law (the “Act”), Revised Statute of Missouri § 610.010 et seq. The City will not give prior notice of receipt of a request under the Act for any record that has been provided to it by Contractor, nor of any record disclosed pursuant to the Act. Nothing in any awarded contract shall supersede, modify, or diminish in any respect whatsoever any of the City’s rights, obligations, and exceptions under the Act, nor will the City be held liable for any disclosure of records, including information that City determines in its sole discretion is a public record subject to disclosure under the Act.
25. Missouri Unauthorized Aliens Law
Requirements: Respondents are hereby advised that any Agreement that will be executed with a successful respondent pursuant to this RFP is subject to sections 285.525 through 285.555 of the Revised Statutes of Missouri, as amended (the “Missouri Unauthorized Aliens Act”). As a condition to the award of any such agreement, the successful respondent shall, pursuant to the applicable provisions of the Missouri Unauthorized Aliens Law, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection with the agreement. The successful respondent shall also affirm in said affidavit that it does not knowingly employ any person who is an unauthorized alien in connection with the Agreement pursuant to the Missouri Unauthorized Aliens Law.
