A vendor has contacted me regarding a few issues with the solicitation:
Vendor #1 – After reviewing the Solicitation and the Performance Work Statement, we noticed a lack of clear requirements for Offerors/Contractors to provide proof of liability insurance, proficiency, relevant experience, credentials, training certificates from manufacturers, or confirmation of being an Authorized Service Agency (ASA) for the listed equipment.
Gov’t – The solicitation includes clause 52.228-5, Insurance-Work on a Government Installation, incorporated by Reference (IBR), click on this link for full text: https://www.acquisition.gov/far/part-52#FAR_52_228_5 .
Evaluation Factors has been updated to include credentials, training certificates from manufacturers, or confirmation of being an Authorized Service Agency (ASA) for the listed equipment. See 3(i)(4).
Proficiency and relevant experience are discussed in PWS 2.f and 3.h
