The Federal Aviation Administration (FAA) has a requirement for Second Level Enginering Services. This soliciation is in DRAFT mode.



All work to be accomplished in accordance with the atatched SIR/request for proposal (and attachments). The FAA anticipates award of one ID/IQ, Time and Material contract with Firm Fixed Price and Cost Reimbursable line items. The contract period of performance is a one year base and four (4) one year option periods. This award will incorporate a transition period of up to 30 days prior to the start of official contract performance. This contract will be awarded inclusive of the base and all options (if exercised). Options will be priced and evaluated for award purposes as a part of the offeror's proposal in accordance with AMS Clause 3.2.4-31 (April 1996).



Contractors must be registered with the System for Award Management (SAM,) www.sam.gov on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror doe not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror."





The FAA reserves the right to review and verify each offerors program eligibility. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.





All questions regarding the project/specifications must be received via email: Cilony.Alejandro@faa.gov no later than 4:00 p.m. CST on March 06, 2025 to allow for responses to be provided prior to due date for receipt of proposals.



A pre-proposal conference will be held on Wednesday, March 12, 2025 @ 9:30 a.m. (Central/Oklahoma Time) at the Mike Monroney Aeronautical Center, in Security Command Center Building. Please advise the Contracting Officer (Cilony Alejandro, 405/954-7814, Cilony.Alejandro@faa.gov) of your intent to attend by Wednesday, March 05, 2025@ 2:00 p.m. (Central/Oklahoma Time). Attendees should enter the Aeronautical Center's main west entrance gate on South Regina Avenue and proceed to the Security Command Center just inside this entrance. Due to limitedconference room space, a maximum of two (2) persons per offeror is allowed.
