The U.S. Geological Survey (USGS), Library, intends to award a non-competitive purchase order to ProQuest LLC, located in Ann Arbor, MI, for a subscription to ProQuest Dissertations & Theses Global (PQDT Global), to be delivered to Reston, VA for the period of 9/24/2026 - 9/23/2027 with four (4) Option Years as follows:
Option Year One (1): 9/24/2027 - 9/23/2028
Option Year Two (2): 9/24/2028 - 9/23/2029
Option Year Three (3): 9/24/2029 - 9/23/2030
Option Year Four (4): 9/24/2030 - 9/23/2031

PQDT Global (PQDT) provides access to more than six (6) metadata records for dissertations and theses (dissertations), four (4) million available in full text online. These records come from more than 3,600 universities in over 75 countries, with 300,000 records added annually. No single commercial provider matches the exact scale, historical depth, and curated university network. While there are other databases or websites that provide records for dissertations, they may have no or a limited number of full-text documents or their coverage may be limited to specific geographic regions, subjects, or languages. Using multiple alternative sources would not provide equivalent coverage or ensure access to final, authoritative copies and would require additional staff time to locate and obtain materials.

PQDT is indexed by multiple subject indexing services, including Web of Science (WoS). USGS has an existing subscription to the WoS and requires integration into this platform to allow USGS staff to search for and discover dissertations alongside articles, conference papers, and eBooks. No other commercial competitor can provide institutional integration with the WoS platform as it's exclusively provided by Clarivate (parent company of ProQuest).

PQDT Global is the only known service that meets the Government's requirement for a single, comprehensive source of dissertation and thesis content with extensive international coverage, full-text availability, authoritative content, and integration with USGS's existing research resources.

In accordance with Revolutionary FAR Overhaul (RFO) 5.101(c)(4)(vi), all responsible sources may submit a quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Government intends to award this requirement noncompetitively in accordance with RFO 12.102(a).

The anticipated award date is 9/24/2026. The anticipated contract will be firm fixed-price. A vendor must be registered at https://www.sam.gov to be awarded the purchase order.
