*** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western
Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1),
OTT Hydromet Corp out of Sterling , Virgina for the purchase of 46 OTT Hydromet Satlink3 Lite data loggers, 20
Yagi antennas, and 20 GOES cable assemblies for replacement of replace obsolete data loggers in the field and
Provide spares for existing real-time rainfall data monitoring sites. Due to the long repair times by the vendor for
inoperative data loggers, a sufficient number of on-hand spares is needed to ensure a prompt return to service of the
rain gage.
***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA),
National Weather Service (NWS) in Honolulu, Hawaii has the need for purchase of additional data loggers. The
required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment.
The 46 OTT Hydromet Satlink3 Lite data loggers is the only source which will fit this requirement. OTT Hydromet
Satlink3 Lite data loggers are for the procurement and transmit using a data format identical to our currently fielded
OTT Hydromet Satlink2, Satlink3, and Satlink3 Lite data loggers. This means the data decoders will be able to
seamlessly translate the incoming data stream from the new Satlink3 Lite systems for operational use. Use of a
different data logger using a different data format will require rewriting our decoders to handle the new format and loss of data during this duplication of time.
The field technicians are also familiar with the Satlink family of systems. Since 2017, we have been acquiring
Satlink3 data loggers as replacements for our Satlink2 units as they begin to fail. Starting in 2020, we
switched to the Satlink3 Lite, which is a scaled down version of the Satlink3 that still fulfills our requirements but at
a lower cost. Using a different brand of data logger will require additional training for maintenance and significant
additional cost to the agency.
Delivery is within 60 days or sooner after award.
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
