Request for Information (RFI) for Department of Navy Enterprise Budget Formulation Solution

REQUEST FOR INFORMATION. This is a Request for Information (RFI) issued by Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, BUMED and FM&C Directorate on behalf of the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller), Secretariat Comptroller and Resources Department (OASN (FM&C), SCRD). The Department of the Navy (DON) is seeking information on modern, commercially available, cloud-based software solutions to enhance the DON’s Planning, Programming, Budgeting, and Execution (PPBE) processes, with a focus on modernizing the “Pre-PBIS” activities of the budget formulation phase.

Included with this RFI are two attachments. Attachment I provides the background of this potential requirement, a scope of requirements and submissions instructions. Attachment II provides demonstration scenarios. Firms are invited to respond to this RFI providing submissions in accordance with Section 5 of Attachment I labeled Submissions Instructions.

This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP), a solicitation, or a promise to issue an RFP in the future. This RFI does not commit the U.S. Government to contract for any supply or service whatsoever. The Department of Navy (DON) is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. The government will consider and analyze all information received; formal responses will not be furnished; however, the information may be utilized in the development of a final specifications/PWS and/or Request for Quotes (RFQ).
