REQUEST FOR PROPOSALS (RFP)
Oakwood Avenue Water Main SIPP
Town of Munster, Indiana
This Addendum No. 2 is issued to formally clarify and modify the Request for Proposals
(RFP) package issued on April 20, 2026, for services related to the Oakwood Avenue Spray-
In-Place Polymeric Lining (SIPP) project.
NOTICE OF CLARIFICATION
The Town of Munster hereby clari�ies the RFP as follows:
Application of SIPP: Liner shall be classi�ied as Class III (semi-structural), capable of
independently resisting internal pressure and bridging defects as de�ined by AWWA
structural classi�ication guidelines.
Surface Restoration / Project Closeout: All pits shall be back�illed to �inal grade and
compacted in conformance with Town standards. The Town will complete remaining
surface restoration items, such as topsoil, seeding, landscaping, and fence re-installation.
Contractor Quali�ications: Inspection personnel for pre- and post-CCTV inspection do not
need to be NASSCO certi�ied. They shall, however, be quali�ied to perform the respective
inspection.
1. Would the Town consider extending the proposal due date from May 20, 2026 to
May 27, 2026? The Town has extended the proposal due date to May 27, 2026,
2. For the temporary potable water bypass, is the intent for the temporary main to be
installed within the right of way, or routed along the curb line on Castle Drive and
Oakwood Avenue? The temporary water main may be located where it’s most
practical for the contractor, provided it’s protected from damage.
3. Please con�irm whether all homes within the project limits have accessible exterior
hose bibs or meter pits suitable for temporary water service connections. All
homes have suitable connection points.
4. It appears one �ire hydrant within the project limits may be taken out of service
during the work. Does the Town require temporary �ire protection, such as a
temporary hydrant connection, during this period? Temporary �ire protection is
not required.
5. Access pits will likely need to be constructed near the existing isolation valves
shown at the project limits. Is the intent for the Town to close these valves and have
the contractor work up to those limits, or will the Town provide another means of
isolating the section to be rehabilitated? The intent is for the isolation valves to
be shut, with the contractor working up to those limits. If the Contractor
believes additional isolation is required to safely complete the work, a request
must be made to the Town.
6. Based on the project layout, at least two additional access pits may be required
along the right of way between residential properties. Please clarify how the Town
anticipates the contractor accessing these areas with equipment, materials, and
restoration resources. The Town will coordinate with property owners and
arrange for access to work areas along the common lot line.
7. Will the Town obtain any required permissions or easements from property owners
for access between houses, rear yard areas, or other areas outside the normal
roadway limits? Yes.
8. Are there any restrictions on equipment size, staging, parking, or material storage
within the residential area? Equipment size should be appropriate for the work
to be completed and the available space. Storage should be limited to public
right-of-way to the maximum extent practicable.
9. Please con�irm the existing pipe material. The RFP states the existing main is 6-inch
cast iron pipe. Please con�irm whether this is accurate for the full rehabilitation
length. It is the Town’s understanding that 6-inch cast iron is accurate.
10. Does the Town have any known pipe break history, leak history, repair records, or
maintenance records for this segment? There is a known break history with this
pipe segment, but speci�ic information will be provided by Town staff.
11. Please clarify why this speci�ic pipe segment was selected for rehabilitation. For
example, was it selected due to breaks, leaks, poor water quality, hydraulic concerns,
age, customer complaints, or another reason? This segment was selected based
upon pipe material.
12. Does the Town have any recent inspection data or condition assessment information
for this water main? No.
13. Please con�irm the type of lining system the Town is requesting barrier coating or a
semi structural lining. Per Addendum #1, Liner shall be classi�ied as Class III
(semi-structural), capable of independently resisting internal pressure and
bridging defects as de�ined by AWWA structural classi�ication guidelines.
14. The RFP requests NASSCO certi�ied inspection personnel for pre and post CCTV
inspection. Since NASSCO certi�ication is generally associated with sewer inspection
coding and not potable water main rehabilitation, would the Town consider
removing this requirement? Per Addendum #1, Inspection personnel for pre-
and post-CCTV inspection do not need to be NASSCO certi�ied. They shall,
however, be quali�ied to perform the respective inspection.
15. Please identify the intended source points for temporary water service and whether
the Town will provide access to hydrants or other connection points. The Town
will provide access to hydrants.
16. The RFP states that the Town will collect samples. Please con�irm whether the
contractor is responsible only for �lushing and disinfection, with the Town handling
sample collection and lab coordination for both the temporary bypass system and
the newly rehabilitated water main. This is correct. The Town will handle
sample collection and lab coordination.
17. The RFP states the Town will complete remaining surface restoration items. Please
clarify what restoration is required by the contractor. For example, temporary
back�ill, �inal back�ill, temporary pavement, seed, mulch, or other items. Per
Addendum #1, all pits shall be back�illed to �inal grade and compacted in
conformance with Town standards. The Town will complete remaining
surface restoration items, such as topsoil, seeding, landscaping, and fence re-
installation.
18. Please con�irm whether the contractor is responsible for preparing and
implementing a traf�ic control plan for any work near the roadway? The
Contractor shall be responsible for traf�ic control for any work impacting the
existing roadways.
19. Please con�irm the allowable working hours for this project. Allowable working
hours are weekdays from 7 a.m. to 7 p.m.
20. The RFP states the intent is to begin construction in July 2026 and complete by
September 30, 2026. Please con�irm whether there are any blackout dates, local
events, school schedule restrictions, or other timing constraints that may affect the
work. Blackout dates consist of legal holidays and weekends. Work on Saturdays
may only be allowed by permission of the Town.
21. Please con�irm which permits will be required and whether the Town will obtain
any permits directly. No permits are required.
22. The RFP requires a valid Indiana Contractor’s License. Please clarify the speci�ic
license type required for this work. An Indiana Contractor’s License is not
required and was included in error. The selected Contractor will be required
to register with the Town of Munster. This process includes submittal of a
Certi�icate of Insurance with General Liability including Workers
Compensation, bonding, and other pertinent info. Please see the Town’s
website for further information.
23. Since the RFP requests a lump sum fee, please con�irm whether the Town will
consider separate pricing for major work items such as temporary bypass, civil
work, pipe cleaning, lining, disinfection, and restoration for clarity. The Town will
only accept a single lump sum price.
24. Will the Town allow or require a site visit prior to proposal submission? If so, will a
Town representative be available to attend and coordinate with residents, as
needed? Site visits are allowed. Town staff may assist upon request.
25. Please provide the Town’s approved materials list for pipe, couplings, valves, �ittings,
and other appurtenances that may be required for temporary bypass, access pit
piping, reconnections, or other project related work. The selected Contractor
shall follow industry best practices. The Contractor shall submit a list of
proposed materials for review and approval by the Town.
All other terms, conditions, and requirements of the RFP remain unchanged and in full force
and effect.
All prospective respondents are responsible for acknowledging this Addendum and
ensuring their submission complies with the RFP.
