Morro Creek Watershed Management Plan
The City of Morro Bay (“City”) is requesting a proposal from qualified firms, consultants, or individuals
(“Consultant”) to submit written proposals for design of a budgeted City project for the planning phase of
the Morro Creek Watershed Management Plan, including assessment of conceptual alternatives,
advancement of the selected alternative to 60% engineered designs, and completion of environmental
review for the selected alternative.
This RFP includes scopes of work from two distinct grant agreements awarded to the City by the
California Office of Emergency Services (CalOES) Hazard Mitigation Grant Program (HMGP). The selected
Consultant will enter into one contract with the City that includes the scope of both agreements, however
the Consultant must submit invoices for each grant separately.
● Floodproof Reverse Osmosis Water Treatment Facility Building - AP-01233: Preliminary
assessment and design for floodproofing a critical City facility, which is in a FEMA-mapped flood
plain adjacent to Morro Creek, in order to reduce or prevent damage to essential water supply
infrastructure resulting from flooding.
● City of Morro Bay Storm Drain Assessment - AP-01231: Preliminary assessment and design for
mitigation of stormwater and flooding issues on roadways and in public rights-of-way adjacent to
Morro Creek. Assessment should include upgrades to existing stormwater infrastructure AND
upstream flood attenuation opportunities.

ancestry, disability, gender, or religion. No qualified handicapped person shall, on the basis of handicap, be
excluded from participating in, be denied the benefits of, or otherwise be subjected to discrimination in any

clear, and concise proposal. The City is requesting four (4) hard copies delivered to the address below and
one (1) electronic copy in PDF format emailed to nstong@morrobayca.gov.
