Description: Description of goods to services to be bid: The New York State Energy Research and Development Authority (NYSERDA) announces the availability of $3,016,368 in funding to support energy audits that utilize passive house principles and energy efficiency and electrification upgrades at eligible municipal facilities. Eligible improvements include: a) Energy efficiency: building envelope and weatherization upgrades, lighting, installation of energy efficient appliances, efficient heating and cooling systems, cool roofs, and water efficiency measures. b) Home and building energy management systems: electric grid interactive equipment such as smart thermostats, energy storage systems, and building energy management systems. c) Building electrification measures: the installation of heat pumps, heat pump water heaters, residential or commercial cooking equipment, and associated wiring and panel upgrades. Through this program, NYSERDA will advance significant building decarbonization efforts and generate expanded knowledge on public retrofit projects to develop solutions to common problems. Awarded municipalities are expected to complete audit work by December 31, 2025 and all implementation work by September 30, 2026. If changes are made to this solicitation notification will be posted on NYSERDA’s website at: www.nyserda.ny.gov/funding-opportunities Eligibility/Qualifications Requirements/Preferences: 1. Are a municipality incorporated in the State of New York that was not eligible to receive a direct EECBG allocation from the DOE; 2. Are submitting for funding an existing building owned by the municipality that is 5,000 square feet or greater; 3. Seek funding for new work only (costs for work performed before the completion and acceptance of the audit by NYSERDA are not eligible); and that they commit to completing all tasks within the available schedule and are able to meet all federal requirements 4. Whether the municipality has obtained an existing energy audit and design review that utilizes passive house principles conducted by a Certified Passive House Institute auditor completed in the last five years? 5. Acknowledge that this is a reimbursement-based program and confirm that they have the financial means to participate.
