Request for Bids
Home Repairs
The Quinault Housing Authority (QHA) is seeking bids for repairs based on the following scope
of work. Please put bid for each home on its own sheet. All work must be completed no later
than September 30th, 2026. Email for homeowner contact list.
513 Commux Street
• Remove and replace floor insulation throughout.
424 Fir Loop
• Remove shower and replace with Ella Liberty, or equivalent, 3-piece shower kit in white
with seat and grab bars. Caulk where shower meets flooring.
• Install Ella Duo, or equivalent, framed sliding glass shower door in brushed nickel.
• Complete any drywall work necessary from the installation of the shower. Texture drywall
as needed, prime and paint bathroom.
• Remove shower valve and replace with Moen Chateau, or equivalent, single handle
shower faucet valve and trim kit.
222 Quinault Street
• Remove and replace siding around living room window. Prime and paint to match existing.
• Remove windowsill on one window. Replace with 1x PFJ material, prime and paint to
match existing.
• Make repairs to drywall under living room window.
• Remove exterior window trim on one window and replace with 5/4” cedar, prime and
paint to match existing.
• Remove and replace one living room window. Replace with white vinyl, double pane,
Argon insulated window. Replace window with a new one that is the same operation as
currently installed. Flash and tape all windows per manufacturer recommendation.
539 Lo’ Klel
• Remove shower and replace with Ella Liberty, or equivalent, 3-piece shower kit in white
with seat and grab bars. Caulk where shower meets flooring.
• Install Ella Duo, or equivalent, framed sliding glass shower door in brushed nickel.
• Complete any drywall work necessary from the installation of the shower. Texture drywall
as needed, prime and paint bathroom.
• Remove shower valve and replace with Moen Chateau, or equivalent, single handle
shower faucet valve and trim kit.
• Repair drywall in laundry room. Prime and paint to match existing color.
400 Qui-Nai-Elt Drive
• Remove and replace all windows. Replace with white vinyl, double pane, Argon insulated
windows. Replace each window with a new one that is the same operation as currently
installed.
• Remove and replace window trim. Replace with 5/4” cedar and prime.
As a separate line item
• Remove and replace floor insulation
212 Quinault Street
• Remove and replace siding on west side of garage. Replace with siding to match the rest
of garage. Remove and replace corner boards where siding is to be replaced.
1418 Aalis
• Remove and replace kitchen window
Where “equivalent” or “equal” is used in the scope of work the contractor must submit
specifications to show that it is an equivalent product and receive approval, in writing, from
QHA prior to installation.
Contractors are required to perform a site visit prior to submitting a bid.
I. Indian Preference (20 pts)
The Quinault Indian Nation has enacted a TERO Ordinance governing Indian Preference,
and the Quinault Housing Authority has adopted an Indian Preference Policy, set forth in
section 3000.10 of the QHA Procurement Policy. To the greatest extent feasible,
preference shall be given to Indian organizations and Indian-Owned economic enterprises
in the award of all contracts and subcontracts.
A. An Indian, Indian –Owned economic enterprise or Indian organization is eligible for
Indian Preference (15 points)
B. Proposals shall include a statement describing how you will provide for Indian
preference in subcontracting, training and employment in this contract, including
the number or percentage of Indians to be employed and trained, in accordance
with Section 3000.10 of the QHA Procurement Policy. All proposals must include
this statement. (5 points)
II. Price (80 pts)
Provide total cost to complete the project.
Other provisions
• The contractor selected must have all required insurance, including worker’s
compensation, general liability insurance of not less than $500,000.00 per occurrence
and $100,000.00 aggregate.
• Contractor selected will be required to complete a TERO compliance plan and pay the
1.75% TERO fee; per QTC 97.03.040 (d) the TERO fee cannot be included in the bid price.
The contractor will be required to follow all TERO regulations; including hiring from the
TERO hall.
• Project is subject to Quinault Indian Nation Prevailing Wage.
• Contractor will be required to possess a QIN business license.
• All proposals must include the name of all owners of the company.
• All proposals must include a completed Form HUD 5369C
• The contractor selected must submit a W-9 if QHA has not worked with you before.
• Unless contractor is a sole proprietorship Workman’s Compensation coverage will be
required.
• As a housing authority in Washington State QHA is exempt from all taxes.
• Permit to be obtained by the contractor.
• To the greatest extent practicable preference shall be given for the use of materials
produced in the United States.
• If the total project bid price is greater than $25,000, all bidders must provide a project
specific bid bond for a minimum of 5% of the bid price.
• The selected contractor will be required to submit a fully executed Performance Bond for
100% of the contract price within 10 days of award notice
• The selected contractor will be required to submit a fully executed Payment Bond for
100% of the contract price within 10 days of award notice
