Purpose + Background
The Board of County Commissioners of Lake County, Colorado, by and through its Elected OPicials or
Employees (collectively referred to herein as, Lake County), wishes to procure the following:
The Visit Leadville-Twin Lakes Tourism Panel, in partnership with Lake County Government, is seeking
proposals from qualified and experienced consultants to develop a comprehensive strategic plan
addressing restroom and waste infrastructure in and around Twin Lakes. This ePort will support
destination stewardship, environmental protection, and sustainable tourism management by identifying
practical, long-term solutions to sanitation and waste challenges. The resulting plan will guide future
investments, improve the visitor experience, and help preserve the natural beauty and community
character of the Twin Lakes area.
Twin Lakes, Colorado, is a treasured yet fragile recreation destination at the Top of the Rockies. Known for
its scenic landscapes, historic character, and outdoor recreation opportunities, the area attracts a growing
number of visitors each year. However, existing infrastructure has not kept pace with increased use,
creating significant challenges for land management and community sustainability.
As a high-use area without a municipal wastewater system, and with environmental constraints that make
traditional septic systems unviable, Twin Lakes faces ongoing issues related to unmanaged human waste
and trash. Aging U.S. Forest Service (USFS) vault toilets are no longer consistently maintained due to
funding limitations. Additionally, trash removal in the area can be both costly and logistically complex, with
limited-service options available due to its remote location and lack of centralized infrastructure.
Local nonprofits and community organizations have taken on a critical role in addressing these gaps by
funding portable restrooms, organizing volunteer cleanups, and coordinating waste removal. Despite
these ePorts, sanitation challenges persist, posing risks to water quality in the Twin Lakes Reservoir,
degrading surrounding public lands, and diminishing the overall visitor experience.
This project is grounded in the principles of Destination Stewardship, a core priority of the Colorado
Tourism OPice (CTO). With support from CTO funding, Lake County Government and Visit Leadville-Twin
Lakes will lead a consultant-driven strategic planning process to identify sustainable, scalable, and site-
appropriate restroom and waste infrastructure solutions.
The planning process will convene a diverse group of stakeholders – including federal agencies, local
governments, nonprofits, businesses, and residents – to collaboratively assess existing conditions, identify
priority locations, and define clear implementation strategies. The final plan will align with Leave No Trace
principles and regenerative tourism goals, ensuring that Twin Lakes’ natural and cultural resources are
protected while supporting a high-quality, sustainable visitor experience for years to come.

Proposal documents are required to be submitted in their original fillable format. Emailed proposals must
include the following statement on the email, “I hereby waive my right to a sealed proposal.” An email
confirmation will be sent when the proposal has been received.
Introductory Information
1. Each bid must include the full business address of the Bidder and be signed by an authorized
representative.
Partnerships: Bids must include the full names of all partners and be signed in the partnership
name by one of the partners or an authorized representative. The signature must be followed by
the name and title of the person signing.
Corporations: Bids must be signed with the legal name of the corporation, followed by the
state of incorporation. The signature must be by the president, secretary, or another person
authorized to bind the corporation, and include their name and title typed or printed below the
signature.
Individuals with Titles: If a person signs using a title (e.g., “president,” “secretary,” or “agent”)
without disclosing their principal, the bid may be deemed to be that of the individual.
When requested by the County Attorney’s OPice, satisfactory evidence of a signatory’s authority to
bind a corporation must be provided. A power of attorney must accompany the signature of anyone
not otherwise authorized to bind the bidder.
All corrections or erasures in the bid must be initialed by the person signing.
Bidders agree to comply with all conditions, requirements, specifications, and instructions stated
or implied in this bid. All prices and required designations must be clearly and fully provided, and all
blank spaces in the bid forms must be appropriately filled in.
Bidders are required to use the Proposal Forms included in this package and submit bids based on
the instructions provided in the Bid Forms. The Bid Proposal must be completed in full, in detail,
and signed by the bidder.
2. Late or unsigned bids shall not be accepted or considered.
It is the responsibility of the bidder to ensure that their bid is received at RFP@lakecountyco.gov on
or before the deadline stated in Section 1, “Notice to Bidders.”

Hard copy bids received before the bid opening will be kept unopened in a secure location. Lake
County assumes no responsibility for the premature opening of a bid that is not properly addressed
or identified.
Bids may be withdrawn only upon written request and with the approval of the Lake County
Manager. Such requests must be received from the withdrawing bidder prior to the time fixed for
award.
Negligence on the part of the Bidder in preparing the bid does not confer any right to withdraw the
bid after it has been submitted and awarded.
Bidders are expected to examine all conditions, specifications, and instructions contained in this
solicitation. Failure to do so shall be at the bidder’s own risk.
3. In accordance with C.R.S. § 30-11-110, preference will be given to vendors located within the State
of Colorado.
Lake County reserves the right to reject any and all bids, to waive any informalities in the bidding
process, to award the bid to multiple vendors, and to accept the bid that, in the opinion of the Board
of County Commissioners, best serves the interests of Lake County.
4. By submitting a bid, the Bidder agrees that the signed bid, all documents included in this Request
for Bid, including, but not limited to, product specifications and scope of services, the formal
acceptance of the bid by Lake County, and the signature of the Chair of the Lake County Board of
County Commissioners shall together constitute the contract. The contract shall be ePective as of
the date it is signed by the Chair.
Cooperative Purchasing
Lake County encourages cooperative purchasing as a means to help other agencies reduce procurement
costs and to maximize the value of taxpayer dollars through volume purchasing.
At their discretion, Vendor(s) may agree to extend the pricing and/or terms of the resulting award to other
state or local government agencies, school districts, or political subdivisions that have a need for the same
products or services.
Such usage by other entities shall not have a negative impact on Lake County during the current term or
any future terms of the agreement.

strategic plan that will guide the implementation of sustainable restroom and waste infrastructure
solutions in Twin Lakes. This ePort supports destination stewardship and year-round tourism by improving
environmental conditions, enhancing visitor experience, and strengthening the long-term economic vitality
of the Twin Lakes area.
About the Project
Lake County Government seeks proposals from qualified consultants to develop a comprehensive
strategic plan addressing restroom and waste infrastructure needs in and around Twin Lakes.
The selected consultant will lead a structured planning process that includes stakeholder engagement,
technical analysis, infrastructure mapping, and development of an actionable implementation framework.
This project will result in a clear roadmap to guide future investment, coordination, and management of
sanitation infrastructure in the Twin Lakes area.
This project has a maximum budget of $25,000.00 and is managed by the Visit Leadville-Twin Lakes
Tourism Panel in collaboration with Lake County Government.
Purpose
The purpose of this project is to contract a qualified consultant to develop a comprehensive, actionable
strategic plan that addresses restroom and waste infrastructure needs in and around Twin Lakes. Through
stakeholder engagement, site assessment, and technical analysis, this initiative will support ePorts to
advance destination stewardship, protect natural resources, and improve the overall visitor experience.
This project will result in a suite of practical planning tools and recommendations, including infrastructure
mapping, gap analysis, and an implementation framework, that can be used by Lake County and its
partners to guide future investments, coordinate responsibilities, and implement sustainable sanitation
and waste solutions. Ultimately, this ePort will help preserve the environmental integrity and community
character of Twin Lakes while supporting responsible, year-round tourism.
Scope of Services
The selected consultant will provide comprehensive planning and advisory services, including stakeholder
engagement, site assessment, technical analysis, and strategic plan development. The services outlined
below are required to support the creation of a clear, actionable framework for sustainable restroom and
waste infrastructure in and around Twin Lakes, advancing destination stewardship and long-term tourism
management goals. These services are defined by the requirements of the Colorado Tourism OPice grant
funding and must be completed in full to ensure compliance with grant deliverables and project
objectives.
5. 1. Stakeholder Engagement & Coordination
• Facilitate engagement with key stakeholders, including, but not limited to: Friends of Lake County,
Lake County Government, U.S. Forest Service, Friends of Twin Lakes, Twin Lakes Business
Alliance, Independence Pass Foundation, Pitkin County Government, Cloud City Conservation
Center, GARNA, City of Aurora, Bureau of Land and Reclamation and City of Colorado Springs
• Lead meetings, workshops, and coordination ePorts
• Develop a stakeholder engagement plan
