Project Bid Received By & Opening Information: NOTICE IS HEREBY GIVEN that electronic proposals will be received online only , until 11:00 A.M., on Friday, July 11, 2025, through the City of Burnsville’s online electronic bid system (QuestCDN). At that time, representatives of the City of Burnsville will open the bids publicly and post the results.
Pre-Bid Meeting Info: There is a pre-bid conference for bidders, which is scheduled for 11:00 am, July 2, 2025 at North River Hills Park. The pre-bid conference is not mandatory, but interested bidders are encouraged to attend.

Description: Said proposals for the furnishing of all labor and materials for the construction, complete in-place, of the following work:

BASE BID – North River Hills Park:

  • Remove all fence fabric, rails, pull posts and backfill with sand
  • Remove all concrete walks
  • Pull the existing net posts, center tie down footings and backfill with sand
  • Pulverize the existing courts
  • Remove 10’ wide asphalt in basketball court to allow paving to new curb height
  • Drive new perimeter fence posts 5' with 10' above final grade
  • Install new Class 5 base as needed
  • Install new concrete curb around perimeter
  • Laser grade stone base to final base elevation
    • A test roll of the prepared stone surface will be performed with a fully loaded tandem axle dump truck in the presence of the consultant. Any areas rutting more than 1” or that are excessively pumping shall be corrected. Typically, this will consist of removing the base and subgrade materials that cannot be adequately compacted and replacing these materials with drier materials that can be suitably compacted
    • Shoot elevations on 20 x 20 foot grid and submit to consultant before paving binder course
  • Pave a 2" binder lift with a laser controlled paver, install net post and center tie down footings, verify binder lift on 20 x 20 foot grid and submit to consultant before paving surface course with same laser controlled paver
    • Pave 1.5" virgin surface course
    • All base work and paving to meet or exceed ASBA/USTA 2024 Construction Manual specifications for slope, planarity, evenness, and small irregularities (pages 146 - 148)
    • Paving also to follow ASBA Asphalt Guidelines which are attached after the asphalt specifications.
  • Pour new pads with 5" of concrete and epoxy coated wire mesh. After 21 day cure, saw cut control joints, install Armor over control joints and any set down cold pass joints
  • Core and drive center divider fence posts
  • Apply 4 coat color system consisting of 2 coats of NuSurf and 2 coats of Colorflex. 011100 - Page 3 of 3
    • Tennis courts to be painted blue interior, green exterior
    • Tape, apply line primer, and paint white lines for tennis and light blue for pickleball
  • Install new galvanized 1 3/4" mesh fence fabric, new gates, and new leaf gate
    • Move and re-install bang board in new location
  • Repave sidewalk from parking lot
  • Landscape and restore area

For this project we will accept only online electronic bids through QuestCDN. Instructions for online bidding are included in the Project Specifications. For electronic bids, electronic bid bonds will also be accepted through Surety 2000 using project # 9747860. The bid bonds must be payable to the City of Burnsville in the amount of five percent (5%) of the amount of bid, to be forfeited as liquidated damages in the event that the bid is accepted and the bidder shall fail to promptly enter into a written contract and furnish the required bond.

The City of Burnsville reserves the right to reject any or all bids, to waive informalities, and to award the bid in the best interest of the City. No bids may be withdrawn for a period of sixty (60) days.

The Council will consider such bids in the Council Chambers at 5:30 p.m. Tuesday, July 22, 2025.
