Synopsis for PDRM Mod 1 Sub Assembly



The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) has a requirement to support in the manufacture and delivery of the PDRM MOD 1 Nozzle Subassembly, including: Nozzle, Nozzle Insert, Insert Cup, Nozzle Insulator, Burst Disc Retainer & Burst Disc.



NSWC IHD intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The NAICS code is 332710 and the PSC is 1377.



THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.



This component is on the NSWC Indian Head Division's Qualified Bidders List. To be considered for an award, all potential offerors must be an approved source in accordance with the Indian Head QBL Application and Instruction Procedure. Note: QBL Qualification could require a substantial initial investment or an extended qualification time period. In accordance with FAR 9.202(e), the Contracting Officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification. The requirements include unclassified controlled technical information assigned a restricted distribution statement which is export controlled. To receive the NSWC IHD QBL Application and Instruction and resulting access to the unclassified controlled technical information, an Offeror must be currently certified through the United States/Canada Joint Certification Program. To become certified for receipt of the technical documents, a U.S. Offeror must submit a completed DD Form 2345 to the U.S./Canada Joint Certification Office. Canadian Offerors may submit either a completed DD Form 2345 or DSS-MAS 9379 for certification. ITAR Registration can take the place of the DD Form 2345 and must be submitted to the primary Point of Contact listed below. In addition, a copy of the company's State/Provincial Business License, Incorporation Certificate, sales Tax Identification Form or other documentation which verifies the legitimacy of the company must accompany all DD Form 2345s or ITAR Registration. Additional information on the Joint Certification Program and a checklist for completion of the DD Form 2345 is available at the following website: http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP/. Offerors are encouraged to apply for certification as early as possible in order for processing and receipt of information to be completed in sufficient time to prepare a proposal before solicitation closing.
