The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The purpose of the Memorandum of Understanding (MOU) is to provide a general framework
for a Provider to perform inspections of fire equipment/apparatus working under Virtual
Incident Procurement (VIPR) Agreements.
Under the terms of this MOU, members of the Pacific Northwest Wildfire Coordination Group
(PNWCG) and the Provider propose to form a partnership whereby the Provider agrees to
inspect fire equipment/apparatus owned by contractors working under the VIPR Agreements.
PNWCG agrees to recognize the equipment inspections completed by the Provider if done in
accordance to the terms and conditions of the MOU. This will provide the checks and
balances necessary for PNWCG to recognize contractor provided fire equipment/apparatus
meets the minimum standards provided under the VIPR Agreements.
Providers will work directly with the owner/operators of the fire equipment to schedule
inspections. The provider will cover all personal expenses to properly conduct inspections
and collect payment for inspection service from the owner/operators of the fire equipment.
Selected Providers may be required to attend a 1 day Inspection MOU Workshop that will be
held prior to the 2025 fire season and will be notified of the exact date, time and location in
advance of the workshop.
MOU applications must be received by close of business October 31, 2024.

Providers will be notified of selection in writing prior to December 20, 2024.
