The United States Air Force’s 633rd Contracting Squadron, part of Air Combat Command, intends to issue a purchase order to Air Ups LLC for the procurement of an Aviation Fall Protection Bag. This acquisition will be conducted as a non‑competitive, single‑source procurement in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12.102(a), which authorizes single‑source purchases when no other supplies or services can meet agency requirements.
The 633rd Contracting Squadron, located at 14 Burrell St., Building 67, Langley AFB, VA 23665, will award this contract to support the F‑22 Raptor mission at the 1st Fighter Wing, Langley AFB.
The Aviation Fall Protection Bag is a custom, F‑22‑specific item that is no longer in production and does not have a National Stock Number or any viable replacement. A comprehensive search for alternative commercial items yielded no suitable substitutes. Air Ups LLC specializes in tailored aviation safety solutions that meet unique military operational requirements, capabilities not commonly found among multiple suppliers.
This announcement serves as a combined synopsis/solicitation for commercial items, prepared in accordance with RFO 12.102(a). As this is a brand‑name, single‑source solicitation, no additional written solicitation will be issued. This notice is published in accordance with RFO 6.1031(b) and the combined synopsis/solicitation procedures of FAR 12.603.
The applicable North American Industry Classification System (NAICS) code is 326299, with a Small Business Size Standard of 650 employees.
This notice does not constitute a request for competitive quotes. However, interested parties who believe they possess the capability to meet this requirement may submit a capability statement to Wesley Kuhlmann at wesley.kuhlmann@us.af.mil no later than 4:30 PM Eastern Time on May 26, 2025. The Government intends to award using procedures other than full and open competition, as only one responsible source is currently identified as capable of meeting the requirement.
Although this is a Notice of Intent, no solicitation is available currently. Firms that believe the Air Force should pursue a competitive procurement may submit a capability statement within five (5) days of this posting. Responses must include:
Late submissions will not be considered. Responses must provide clear and convincing evidence that competition would be advantageous to the Air Force. The Government will determine, at its sole discretion, whether future competitive procurement is appropriate based on the information received.
