Purpose
The purpose of this Request for Proposal (RFP) is: The Quinault Tribal Court is seeking proposals from
individuals to incorporate and manage Cultural education classes and or activities for Juvenile Wellness
Court Participants and Adult Wellness Court Participants. This will include organizing classes to support
all three Wellness Courts and participants, facilitating cultural activities and classes, and
utilizing/organizing current staff to assist in the process.
INSTRUCTIONS
Proposals may be submitted by regular mail or email to the person listed below. If submitted by email, the
proposal shall be submitted in a security-protected PDF format. A proposal shall be received by no later
than 5 pm on January 29, 2026 , and submitted to:

II. SCOPE OF WORK
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Project Summary:
The selected contractor will be responsible for planning and facilitating one class once a month for
Adult participants and one class once a month or Juvenile participants. Activities should be
accessible, culturally responsive, and tailored to varying levels of physical ability and experience.
2. Cultural Activities/Classes:
• Lead one (1) Cultural activity and or classes per month for Juvenile Wellness Court
participants
• Lead One (1) Cultural activity and or class per month for Adult Wellness Court
participants
• Ensure all activities are trauma-informed and support participants' recovery and wellness
journeys
• Track attendance and provide brief monthly reports to the Wellness Court coordinator
• Collaborate with Wellness Court staff as needed to align activities with participant needs
4. Training and Programs:
• Experience working with justice-involved individuals or vulnerable populations
• Familiarity with trauma-informed and culturally competent practices
• Knowledge of Quinault culture, traditions, history, and cultural protocols
• Experience providing cultural education, mentorship, or teachings within Indigenous or
Tribal communities

5. Collaborative Care Coordination:
• The facilitator collaborates with other professionals within the Wellness Courts, including legal,
healthcare, and social service personnel, Court staff and management to ensure a coordinated
and holistic and culturally sensitive approach to participant care.
6. Compliance and Confidentiality:
• Adherence to state and federal confidentiality regulations is a critical part of the facilitator's
role. They ensure all client interactions and records are managed with the utmost
confidentiality and in compliance with legal standards.
III. REQUEST FOR QUALIFICATIONS
MINIMUM QUALIFICATIONS
In order to be considered, a proposal shall include the following elements:
1. Cover letter, resume, and relevant work experience;
2. Proposal including proposed cultural activities and approach for both youth and adult sessions,
general proposed steps and timeline, deliverables, a description of previous work involving youth
and court;
3. A minimum of three references regarding the reputation and qualifications of the consultant;
4. The applicable fees or fee structure to be charged.
5. Copy of relevant certifications, if applicable.
Indian Preference: Indian Preference applies to all contract procurement with the QIN per the attached
Policy.
