Description

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to solicit and award a sole source, Firm Fixed Price contract to GlobalSim, Inc. for warranty and maintenance support services for two (2) crane simulators in support of Navy Expeditionary Logistics Support Group (NAVELSG). This acquisition will be conducted using the policies and procedures of FAR Part 12, Acquisition of Commercial Products and Commercial Services; and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, as supplemented with the additional information included in this notice.



THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Interested persons may identify their interest and capability to respond to the requirement. Any information received will be reviewed by NAVSUP FLCN’s Contracting Department. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. The anticipated NAICS code is 811310; the size standard is $12,500,000. The anticipated PSC is J039.



The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to the System for Award Management (SAM) website, SAM.gov. A complete RFQ package will be available for download on or around 02 September 2025. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.



By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at https://www.sam.gov.
