SAP Commercial Single Source Justification: Administrative and Operations Services

The Transportation Security Administration (TSA), Finance and Administration (F&A) and Contracting and Procurement (C&P) propose to solicit and issue a purchase order based on soliciting only one source.

The procurement request number is PR267668E123, and the Contracting and Procurement’s tracking number is JA-2026-1334.

This acquisition is conducted under FAR Part 12.

Task Order No. 70T01024F7668N058 was awarded to TMC-TeleSolv on 9/20/2024 to provide comprehensive real estate administrative and operations services. This includes executive support, budgetary planning, project coordination, and business process improvement. The task order was awarded for a 5-month base period and a 12-month option, totaling a firm fixed price (FFP) value of $1,481,693.30. The task order was scheduled to expire on 2/24/2026 but was extended through 5/24/2026 due to the lapse in appropriations at the beginning of Fiscal Year 2026 (i.e. 10/1/2025 – 11/12/2025).

This BPA Call was awarded under the DHS Program Management, Administrative, Clerical, and Technical Services (PACTS) II strategic sourcing contracts, which expired on 2/28/2025. Orders may only extend 12 months beyond the BPA expiration; therefore, extensions beyond 2/28/2026 via FAR Clause 52.217-8 “Option to Extend Services” or FAR Clause 52.237-3 “Continuity of Services” are not permissible.

Purchase Order No. 70T01026P7668N002 will be awarded pursuant to FAR 13.106-1(b) to partially extend performance for three (3) additional months to mitigate a break in service while the Government recompetes this requirement under GSA OASIS+. The Government intends to partially extend the executive support and project coordination requirements. TSA was unable to facilitate a timely follow-on contract due to the lapse in appropriations for the Department of Homeland Security (DHS) (2/14/2026 – 4/30/2026).
