The Bureau of Land Management (BLM), Oregon State Office is seeking responsible vendors to perform on an Expanding Grazing Data Collection (Terrestrial ONLY) within the Bureau of Land Management (BLM) Lands in Oregon and Washington. The BLM manages millions of acres of land within the states of Oregon and Washington. BLM Oregon/Washington is collecting terrestrial data to expand grazing opportunities in eastern Oregon and Washington. This work is statutorily required by the Federal Land Policy and Management Act Sec. 201a, Sec202c, the Public Rangelands Improvement Act and the Taylor Grazing Act, among other statutes. The work will also provide necessary insights into treatment effectiveness and will expedite the land health permit process.
Minimum education and experience are listed below:
The contractor shall designate a project/crew manager as its primary point of contact and lead implementation of tasks as identified herein. At a minimum, the designated project/crew manager shall have the following education and experience:
Masters or PhD degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline such as environmental science, conservation, ecology, rangeland management, or hydrology that included a combination of the plant, hydrology, and soil sciences, and natural resources management; and
A minimum of five years of professional experience managing field crews relevant to the collection of terrestrial rangeland data in eastern Oregon and Washington; and
Extensive knowledge of the flora and soils of eastern Oregon and Washington; and
A minimum of five years of professional experience working in post fire environments in eastern Oregon and Washington; and
A minimum of five years of professional experience of Emergency Stabilization and Rehabilitation treatments; and
A minimum of five years of professional experience managing crews working in remote field conditions, including using InReach Devices; and
Extensive experience using Field Maps and developing Survey123 surveys; and
Experience leading field training for terrestrial Assessment, Inventory and Monitoring (AIM).

Information received in response to this Notice will help the Government determine:
Which type of small business set-aside, if any, will be utilized when soliciting for the contract and;
All businesses are invited to respond to this Notice.
This Notice is relative to the North American Industry Classification System (NAICS) 541620 - Environmental Consulting Services. The Small Business size standard for NAICS 541620 is 1,000 employees. The Product Service Code (PSC) is F999- Other Environmental Services.
All project areas are located within BLM public lands in Oregon and Washington State.
Contract Type: The proposed contract is Firm Fixed Price.

Capability Statement: Vendors having the ability to provide the requirements are encouraged to submit a statement, not to exceed ten (10) pages, documenting their capabilities of meeting all of the requirements listed above, to include facilities requirements for the operation of the source, recent corporate experience in fulfilling this type of requirement, and,

Interested vendors are instructed to provide only the data requested in this Notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback to respondents with respect to information submitted. After reviewing responses received, a synopsis, a pre-solicitation notice or solicitation may be published to the Government Point of Entry (GPE), System for Award Management (sam.gov) website. No proprietary, classified, confidential, or sensitive information should be included in responses.

The Government reserves the right to reject or disregard, in whole or in part, any response to this Notice. Any future submissions in response to a solicitation to the GPE will be evaluated independent of any information submitted in response to this Notice. Responses to this Sources Sought will not be returned. Not responding to this sources sought notice does not preclude participation in any future and potential solicitation. The Government will not provide potential vendors information on solicitations issued on the GPE based on this Sources Sought Notice.
