Title: Soquel Corridor Safety Project

The City of Santa Cruz (City) has completed a draft Safety Action Plan that identifies transportation safety needs and potential projects within the City. The City is evaluating a potential application for Highway Safety Improvement Program (HSIP) Cycle 13 funding to implement safety and multimodal improvements along Soquel Avenue between River Street South and Seabright Avenue.
The Consultant shall coordinate closely with City staff and use the City's draft Safety Action Plan, available traffic data, development-related traffic studies, and other available information to evaluate the proposed improvements. The City seeks a qualified transportation engineering consultant (Consultant) to evaluate the proposed project, develop planning-level design information sufficient to support cost estimating, and provide traffic analysis and documentation necessary to support the HSIP Cycle 13 grant application.
The potential project aims to increase corridor safety by reducing speeds and providing greater separation and visibility of modal users within existing right of way. This project would include the following elements:
Signalized Intersections:
The proposed project would add no-turn on red prohibitions, leading pedestrian intervals and modify existing coordination plans to reduce the vehicle progression speed.
Soquel Avenue and River Street South: modifications to intersection geometry and traffic signal to remove slip lane, and reduce lanes on eastern approach.
Soquel and N./S. Branciforte: Remove split phasing on Soquel and modify to protected left-turns and evaluate split phasing or protected left turns for both Branciforte approaches.
Soquel and Seabright Avenue: addition of a northbound right turn overlap.
At intersections, the City desires to maintain separation for bicycles with protected intersection style treatments. The City would accept a Class 2 bike facility where separation is not feasible.
Unsignalized intersections:
Additions of RRFB and associated signage, striping, and concrete work as needed at
Soquel/Doyle
Soquel/Pennsylvania
Soquel/Ocean View
Additions of pedestrian median islands at existing marked crossings where feasible
Addition of median noses at side street crosswalks to serve as gateway features for changing roadway context
Roadway Segment
Minimum condition: Addition of separated bike lanes the length of the project area.
Parking should be maintained on one side of the road where feasible River South to N./S. Branciforte: Remove two travel lanes, add center turn lane, add separation to existing bike lane
The City of Santa Cruz was incorporated in 1866 and formed its current charter in 1948. It is governed under a Council/Manager form of government. A Mayor and six Council members set policy for the City and a City Manager serves as chief administrator of those policies. The City is located on the coast, 75 miles south of San Francisco on the northern edge of the Monterey Bay. It encompasses 15.8 square miles with cultural and ethnic diversity among its population of 65,000. Santa Cruz is part of the National Marine Sanctuary and is a popular tourist destination owing to its beaches, surf culture, and historical landmarks.
The City provides a full range of municipal services and facilities including a recreational wharf, public golf course, over thirteen hundred acres of open space, full beach services, refuse management, law enforcement, fire protection, and water and wastewater utilities. The City is also host to University of California Santa Cruz, the Santa Cruz Harbor, and the Santa Cruz Beach Boardwalk amusement park.
