II. PURPOSE OF THE REQUEST FOR PROPOSAL (RFP)
On May 16, 2025, a devastating and deadly mile-wide EF-3 tornado produced extensive damage in the
City of St. Louis, affecting over 10,000 homes and businesses across ten square miles, including several
historic and low-income neighborhoods. As many as 50,000 people have been impacted by this disaster.
The City of St. Louis (“City”) is soliciting proposals from qualified contractors from experienced demolition
and asbestos-abatement contractors to oversee emergency demolitions of vacant and collapsing or
collapsed structures damaged beyond repair by the May 16, 2025 tornado and possibly future disaster
and non-disaster-related demolition performed on an as-needed basis. This solicitation is assignable to
all nearby public organizations and local governments in response to the May 2025 tornado, unless
expressly prohibited in this solicitation.
All FEMA-eligible work must comply with applicable federal, state, and local laws, regulations, and
FEMA guidance. In the event that FEMA-ineligible work is assigned, non-disaster and non-FEMA work
shall comply with applicable state and local requirements, and invoices for non-disaster and non-FEMA
work must be submitted separately from those for FEMA-eligible work, ensuring clear distinction between
the two for billing and documentation purposes.
The selected contractor must be ready to commence work within 48 hours of receiving the notice of
intent to award. The contract awarded will operate on a work order basis. The Scope of Work outlined
below provides the baseline requirements that will apply to all work orders.
The intent of this RFP is to award a contract to Respondents who present a detailed proposal conforming
to this RFP that is advantageous to the City regarding cost and other factors considered. The City
reserves the right to award the contract(s) resulting from this RFP to one or more respondents, as
appropriate, to meet the needs of the City.
Hereinafter, organizations interested in submitting a proposal in response to this RFP shall be referred to
as “Contractor”, “Contractors”, “Respondent” or “Respondents”.
Issuing an RFP does not obligate the City of St. Louis to award a contract to any Respondent, nor is the
City of St. Louis liable for any costs incurred by the organizations in the preparation of proposals. Nothing
in this RFP nor in any proposal in response to this RFP is intended to be, nor should anything be
construed, as an offer of engagement. Nor shall the selection of a Respondent be construed as an offer
of engagement unless and until a contract is fully negotiated and fully executed by all parties.
The City reserves the right to reject any and all proposals submitted and to waive any and/or all non-
material irregularities pertaining to the submission of the proposal. Additionally, any and all RFP projects
elements, requirements and schedules are subject to change and modification. The City also reserves
the right to modify, suspend, or terminate at its sole discretion any and all aspect(s) of the RFP process
to obtain further information from any and all Respondents, and to waive any defects as to form or
content of the RFP or any responses by any organization/business. All submitted materials will become
the property of the City, may become public documents at any time during the selection process, and will
become public documents at the conclusion of the selection process. Any and all documents submitted
by the Respondent may become public if and when they are submitted to any advisory or legislative
public body, or pursuant to the Missouri Sunshine Law. By submitting a response to this RFP, each
Respondent acknowledges having read this RFP in its entirety and agrees to all terms and conditions set
out in this RFP.
Respondents may submit amended proposals before the deadline for receipt. Such amended proposals
must be complete replacements for a previous submission and must be clearly identified as such in the
transmittal letter. Respondents are permitted to withdraw their submissions at any time prior to the
deadline for receipt. Respondents must submit a written withdrawal request signed by the Respondent’s
duly Authorized Representative(s) and sent to the contact person below.

Questions regarding the RFP:
Must reference the RFP page number and section to which it applies.
Questions should be asked in consecutive order, following the organization of this RFP.
The issuing department will record questions and provide written responses posted on the City’s
website.
The issuing department will maintain a list of entities that requested the RFP and provide
question responses to them.
Questions concerning this RFP must be submitted in writing to the contact person no later than
February 25, 2026, at 4:00PM CDT. The Office of Recovery will ensure that copies of all
questions and responses shall be made available in writing and publicly posted at:
https://www.stlouis-mo.gov/government/procurement.cfm.

employee or selection committee member regarding this RFP is permitted while the RFP is open
except by email to the contact person.
Any further contact or information about the RFP to the City or any of its employees will be
considered an impermissible supplementation of the Respondent’s proposal.
