Source Water Protection Public Education
Proposal
The City of St. Cloud, Minnesota (“City”) is soliciting proposals from qualified consultants
for creative design services to develop, design and produce educational, interactive
display(s) for water festivals for local school age children and general public education
events.
Background Information
The City has secured grant funds from the Minnesota Department of Health, Source
Water Protection Program to implement this project.
The City of St. Cloud sits on the banks of the Mississippi River, from which it provides the
City’s sole source of drinking water for over 70,000 people. The City has recognized the
importance of the public understanding the significance of protecting this resource for
human health and the health of the environment. The City has a strong history of
developing programs and partnerships that focus on educating the community (adults
and kids) about the water connection with pollution prevention for source water
protection.

Project Description
Below is the project description and goals of the grant.
Grant funds will be used to create educational, interactive displays for use at water
festivals (events with local school children) and general public education events. The
displays will create an impactful visual of the “urban water cycle” showing how a water
drop moves through St. Cloud starting as stormwater draining to the Mississippi River, to
becoming drinking water, and eventually ending back in the Mississippi River as
cleaned effluent from the Nutrient, Energy & Water (NEW) Recovery Facility
(Wastewater Treatment Facility).
The City participates in water festivals, in partnership with the Sauk River Watershed
District, that provide area fourth graders with the opportunity to learn about the
environment in which they live and the vital role that water and its protection play in
their lives. City staff also provides a stormwater/source water protection public
education booth at many local events.
A common challenge with children and adults alike is understanding the concepts of
the urban water cycle without an effective visual display to demonstrate how water
moves under our feet in a city through separate pipes, how pollutants impact our
waterways, and how water is treated, both for drinking and for return to the River. It is
important for city residents to understand the significance of protecting our source
water for both human and environmental health.
The displays created as part of this grant will be long-lasting and robust and used at
water festivals and local public education events. Consultants that specialize with
public education displays will be utilized to help design and bring the urban water
cycle and source water protection visual education concepts to life. The displays will
include visual and interactive components to achieve the outcomes described below.
The displays will provide a visual learning experience for viewers, helping make the
connection between individual actions and the impacts to the environment, such as
the Mississippi River. Key concepts to be integrated when designing and constructing
the displays include:
1) How stormwater runoff and pipes can convey high risk potential contamination
sources and pollutants such as sediment, phosphorus, organic sources from yard
waste, and bacteria sources from pet waste to our source water, generally
untreated or settled.
2) How simple pollution prevention practices by the community protect our source
of water.
3) Difference in the separate pipe systems under our streets (stormwater, drinking
water, wastewater).
4) Understanding basic drinking water treatment. Residents will be reminded of their
role as stewards.

Scope of Services
At least three meetings, both in person and/or virtual, are anticipated with City staff
which would be led by the consultant. A project kickoff meeting and necessary
meetings to review and discuss design options of the educational, interactive public
education and awareness display(s).
Services shall include the consultant’s time, labor, resources and other costs associated
with creating the educational display(s) and delivering the final product(s) to the City.
The project budget is:
$2,500 for design of the display(s)
$9,500 to create and deliver the final educational, interactive display(s)
$1,000 contingency
The project is to be completed by September 4, 2026.
Submission Requirements
Submit a proposal with the following information by email to

1) Summary of related professional experience and qualifications with at least one
example of a similar project.
2) At least one reference where the consultant has previously completed a similar
project.
3) Summary of how the consultant will meet the project goals and outcomes within
the project timeline and budget.
Consultant Selection Process
Proposals will be evaluated based on qualifications and experience of the Consultant
and other appropriate factors (see below). Selection criteria shall include, but shall not
be limited to, the following factors:
1) Related professional experience and qualifications.
2) Consultant’s experience and knowledge related to the project topic.
3) Demonstration to meet the project goals and outcomes within the dedicated
budget.
4) Ability to meet schedules.
5) Anticipated services and project timeline based on the general scope of
services.

The City reserves the right to negotiate professional services from the selected
consultant(s) as deemed necessary to fulfill the complete project intent. The City
reserves the right to terminate the contract and delete all remaining work tasks at its
discretion.
