KCAB is soliciting proposals for on‑call environmental consulting services to ensure timely, cost‑effective, and compliant support for a wide range of regulatory and operational needs. Airport operations are subject to complex and evolving federal, state, and local environmental regulations, and unanticipated issues such as spills, permit modifications, construction support, or regulatory inquiries that often require immediate technical expertise. Establishing a competitively procured on‑call contract provides KCAB with rapid access to qualified environmental professionals, promotes fair pricing through competition, and ensures continuity and consistency in environmental compliance while minimizing risk, delays, and potential enforcement actions. This contract is being rebid as a Master Service Agreement rather than a Task Order based contract due to the evolving and expanded nature of the services required.

NOTICE TO BIDDERS
The Kenton County Airport Board (“KCAB”) will receive proposals for On-Call Environmental
Consulting Servicesat the Cincinnati/Northern Kentucky Int’l Airport (“CVG”). Proposals must be
received by Thursday, April 2, 2026 at 2:00 pm. No proposals will be accepted after that time unless
such date or time is extended pursuant to an addendum issued by KCAB.
A pre-proposal meeting will be held on Thursday, March 12, 2026 at 10:00 am at CVG Centre,
Admin Offices, 77 Comair Blvd., Erlanger, KY 41018. Please RSVP by March 11, 2026, through
KCAB’s online bidding system https://procurement.opengov.com/portal/cvgairport. Select Invitation
26-011-RFP and provide the name of the person(s) attending. See Attachments for RSVP
instructions.
KCAB reserves the right to waive any informality or irregularity in any proposal or bid guaranty, to
reject any or all proposals, to award or refrain from awarding a contract for the work, and to negotiate
with the apparent qualified responsible proposer to such extent as may be beneficial to KCAB.
Preference for Kentucky resident bidders will be applied in accordance with Kentucky law.
KCAB in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42
U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively
ensure that any contract entered into pursuant to this advertisement, disadvantaged business
enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and
will not be discriminated against on the grounds of race, color, or national origin in consideration for
an award.
