DESCRIPTION:
The United States Army Corps of Engineers (USACE), Seattle District (NWS), is hosting an Industry Day on September 17, 2025. This event aims to provide additional information and gather feedback from the industry regarding the upcoming Mud Mountain Dam 23-foot Tunnel Granite Blocks Replacement civil works project in Enumclaw, Washington. The government is seeking interested, qualified, and experienced sources capable of performing this work.
The Seattle District of the U.S. Army Corps of Engineers requires the replacement of the granite blocks at Mud Mountain Dam (MMD) located inside the 23-foot tunnel. This project seeks to identify the most cost-effective solutions from the General Contractor (GC) for the repair and replacement of these Hardy granite blocks. The GC will conduct thorough value engineering design analyses and propose methods for executing the repair process, all while considering the work window within the tunnel and providing construction management support.
The General Contractor is responsible for all repairs and replacement of the Granite Blocks, following the specified methods and using Hardy Granite Block materials as detailed in the project guidelines. This responsibility includes managing every aspect of the repair project, as well as providing as-built drawings, equipment, supplies, labor, facilities, tools, supervision, and detailed operation and maintenance video clips.
All work will comply with the Statement of Work, contract specifications, and all applicable federal, state, and local codes and regulations, as well as industry standards.
ATTENDING THE INDUSTRY DAY IS HIGHLY RECOMMENDED SINCE IT IS UNLIKELY THAT AN ADDITIONAL SITE VISIT WILL BE OFFERED PRIOR TO AWARD.
The performance window is constrained by restrictions to work that occurs with flood season (01 October – 28 February).
The contract solicitation and award are planned in FY26 for this project.
The anticipated NAICS code may be 238120, Structural Steel and Precast Concrete Contractors. or NAICS code 237990, Other Heavy and Civil Engineering, Construction.
The proposed project is anticipated to be a competitive, firm-fixed-price contract to be procured in accordance with the Federal Acquisition Regulation (FAR) Part 15 (Contracting by Negotiation), using the Tradeoff process to acquire gates in the most expeditious manner possible.

The deadline for submitting your RSVP is September 9, 2025, at 4:00 PM PST. Attendees are required to wear personal protective equipment, including a safety vest and boots or safety shoes. If you are a foreign national, please provide this information by September 4, 2025, at 4:00 PM PDT.
