The U.S. Army Corps of Engineers, Mobile District (SAM) intends to place two brand name specification into solicitation W9127824R0052 in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this notice is to understand the market for alternative suppliers of the items listed below. This notice is not a request for competitive proposals; however, all information received by the date indicated in this notice will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify alternative sources for the Building Automation System (BAS) at Building 9101 located on Stennis Space Center.
The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement for the Government Printing Office (GPO) and National Aeronautics and Space Administration (NASA) Building 9101 Expansions, Interior Upgrades, & Roof Replacement, at Stennis Space Center, MS. The project involves the renovation of approximately 49,000 SF (1st floor is 43,000 SF and 2nd floor is 6,600 SF) of an unused portion of Building 9101 in order to expand GPO operations. The Administration Offices for GPO at this location will be renovated as well, totaling 25,000 SF. In addition to the expansion, the roof, covering 300,000 SF, will be replaced at Building 9101. Additional electrical supply will be needed for this expansion. Supporting activities include site development, utilities and connections, lighting, information systems, signage, fire protection, fire alarm and building automation systems.
The Building Automation System/Energy Monitoring Control System must be fully compatible with the existing Siemens Desigo and Siemens Apogee, connections to the existing Energy Monitoring Control System (EMCS), AT/FP requirements, and energy/sustainability requirements. The BAS must comply with the existing Siemens Apogee devices and Desigo system in Building 9101. Stennis Space Center optimized operations and maintenance costs by standardization of control systems. The system shall be fully integrated with the Stennis Space Center controls systems and headend equipment at the Energy Management Workcenter. The controls will serve all chillers, boilers, pumps, air handlers, variable air valve, variable frequency drives, and other ancillary equipment involved in the expansion of the facility. Status of all systems shall be made available at B9101 and remotely through internet protocol virtual local area network at Stennis. Contractor is expected to provide detailed designs in accordance with the project plans and specifications. Installation of the system shall require all equipment to comply with the contract documents and be fully integrated with the Stennis controls network.
It is the Government’s intent to specify Siemens Apogee and Desigo BAS. The expansion into the unused portion of the building must tie into the existing BAS. Most buildings, including Building 9101, use the Siemens Apogee and Desigo, Any alternative Brand proposed must have the ability to integrate seamlessly with the existing BAS. Additionally, they must have the compatibility of software/hardware upgrades.
