REQUEST FOR QUALIFICATIONS (RFQ) PUBLICATION LANGUAGE
The City of Elgin, Texas, is seeking Statements of Qualifications (SOQs) from qualified
consulting firms to conduct a comprehensive Water and Wastewater Rate Study. This study
will evaluate the City’s existing rate structure, assess long-term financial sustainability, and
develop equitable rate alternatives to support operational, maintenance, and capital
improvement needs.
I. INTRODUCTION
The City of Elgin, Texas, is soliciting Statements of Qualifications (SOQs) from qualified
professional consulting firms to conduct a comprehensive Water and Wastewater Rate
Study. The purpose of the study is to evaluate the adequacy of existing water and wastewater
rates, ensure long-term financial sustainability, maintain equity among customer classes,
and support the City’s capital improvement and operational funding needs.
II. SCOPE OF SERVICES
The selected consultant will be expected to:
1. Evaluate Current Rate Structure
o Review current water and wastewater rate schedules, fees, and billing
classifications.
o Assess adequacy of existing rates to cover operating, maintenance, and
capital costs.
2. Financial and Operational Analysis
o Analyze historical and projected revenues, expenses, and customer usage
trends.
o Evaluate system fund balances, reserves, and debt service coverage.
3. Cost of Service and Rate Design
o Determine the cost of providing water and wastewater services by customer
class.
o Develop equitable rate alternatives that ensure full cost recovery and system
sustainability.
o Provide tiered and uniform rate structure options for Council consideration.
4. Capital Improvement and Funding Plan
o Incorporate existing and proposed Capital Improvement Plan (CIP) projects.
o Assess rate impacts of planned system expansion, replacement, and
rehabilitation.
5. Presentation and Public Engagement
o Present findings and recommendations to City staff, City Council, and the
public.
o Prepare written reports, rate models, and presentation materials suitable for
adoption.
III. DELIVERABLES
• Draft and final Water and Wastewater Rate Study Report.
• Rate model (Excel format) capable of future updates by staff.
• Executive summary and visual rate comparison charts.
• Presentation(s) to City Council during public meetings, workshops and final
adoption.

V. QUALIFICATIONS
Responding firms should demonstrate:
• Experience conducting utility rate studies for Texas municipalities.
• Familiarity with Texas Water Development Board (TWDB) and Texas Commission on
Environmental Quality (TCEQ) requirements.
• Strong analytical, financial modeling, and presentation capabilities.
• References from comparable Texas cities.
VI. SUBMISSION REQUIREMENTS
Interested firms must submit one (1) electronic copy (PDF) and three (3) bound copies of
their SOQ by the deadline of: 1/23/26 at 2:00pm Central Standard Time

VII. SELECTION PROCESS
The City will evaluate submittals based on:
• Firm and staff qualifications
• Experience with similar municipal rate studies
• Understanding of project goals and local context
• Quality of past performance and references
The City may conduct interviews with top-ranked firms before making a final selection.
Upon selection, the City will negotiate a professional services agreement based on the
defined scope and deliverables.
VIII. GENERAL INFORMATION
• The City reserves the right to reject any or all submittals.
• This solicitation does not commit the City to award a contract or pay any costs
incurred in preparing a response.
• All documents submitted shall become public records in accordance with the Texas
Public Information Act.
