The City of Mount Dora intends to award a procurement as a Single Source Procurement in accordance with
its Purchasing Policy Manual, Section 3.4-1(G). Any responses received in reference to this Notice will be for
the sole purpose of determining whether a competitive procurement is in the best interest of the City. This
is not a solicitation, and there is not a solicitation available.
A Single Source Procurement is a purchase that is directed to one (1) source because of standardization,
warranty, or other factors, which for justifiable reasons, is found to be most advantageous for the City, even
though other competitive sources may be available. A Single Source Procurement is a non-competitive
procurement method.
All are encouraged to notify the Purchasing Manager, stating their company/agency name, address, contact
name, contact email, and a statement regarding their ability to provide the requested goods or services. All
responses must be in writing, via email, to the Purchasing Manager specified, by the "Response Due By" date
and time listed above. If applicable, Distributors and re-sellers are highly encouraged to include a statement
from the manufacturer stating they are authorized to sell or rent the desired commodity.
The determination not to compete this proposed action based on the responses to this Notice is solely within
the discretion of the City Manager for purchase amounts of $50,000.00 or less, and at the discretion of the
City of Mount Dora City Council for purchase amounts exceeding $50,000.00.

Brief Description: The City intends to purchase five (5) submerged turbine mixer for the WWTP.
Justification: This request is for the sole source purchase of electric utility substation metering and protection
equipment manufactured by Schweitzer Engineering Laboratories (SEL). The City has standardized on SEL equipment
throughout its electric utility system due to its proven quality, reliability, interoperability, and commitment to
cybersecurity. SEL has maintained ISO 9001 certification since 1994, demonstrating its long-standing commitment to
quality management and continuous improvement.
This purchase consists of one (1) SEL-387 Relay for substation power transformer protection and control. The relay is
an original equipment manufacturer (OEM) component that is fully compatible with the City's existing interconnected
substation protection and control systems. Procuring an alternate manufacturer's relay would require additional
engineering, programming, testing, integration, operator training, and maintenance, while potentially creating
compatibility and reliability concerns within the existing standardized system.
The manufacturer has indicated an estimated lead time of approximately 120 days. Procuring the OEM SEL relay will
ensure compatibility with the City's existing infrastructure, maintain system reliability, support cybersecurity objectives,
and minimize operational and maintenance risks associated with introducing non-standard equipment.
