The City of Garden City is seeking proposals from qualified refrigeration contractors to supply
and install a new Bitzer CSH 7563 compressor for the refrigeration system at the Garden City
Ice Arena.

Scope of Work
1. Background
The City of Garden City is seeking proposals from qualified refrigeration contractors to
supply and install a new Bitzer CSH 7563 compressor for the refrigeration system at the
Garden City Ice Arena.
At the conclusion of the previous ice season, the arena experienced a catastrophic failure of
its primary compressor. To complete the remainder of the season, operations were
transitioned to a backup compressor on an emergency basis. The failed compressor has since
been removed from the ice plant, and the City is now seeking a qualified vendor to furnish
and install a replacement compressor to restore the refrigeration system to full operating
capacity.
The Garden City Ice Arena is located within Garden City Park at the corner of Cherry Hill
Road and Merriman Road in Garden City, Michigan. The arena operates on a seasonal
schedule, with the ice season typically running from the beginning of August through the end
of May each year.
The existing refrigeration package was purchased and installed in 2018 and remains in
service. The selected contractor will be responsible for supplying a new Bitzer CSH 7563
compressor (or an approved equivalent if specified by the City), completing the installation,
performing all necessary startup and testing, and ensuring the refrigeration system is fully
operational and ready for the upcoming ice season. The selected contractor shall provide all
labor, materials, equipment, and incidental components necessary to complete the installation
in accordance with manufacturer specifications and industry standards.
2. Scope of Services
The work involved in the Project shall include all labor, materials, equipment, and tools
required to complete the following:
Equipment Supply
Furnish one (1) new Bitzer CSH 7563 compressor.
Compressor shall be new, unused, and supplied with all standard factory warranties.
Provide all necessary mounting hardware, gaskets, fittings, valves, electrical components,
oil, refrigerant (if required), and any additional materials necessary for a complete
installation.
Installation
Install the new compressor into the existing refrigeration package.
Connect all refrigerant, oil, electrical, and control systems required for proper operation.
Perform all piping modifications, electrical connections, and system adjustments
necessary to accommodate the new compressor.
Replace any seals, gaskets, or components disturbed during installation.
Startup and Commissioning
Evacuate, recharge, and test the refrigeration system as required.
Verify proper oil levels, pressures, temperatures, and system operation.
Perform startup procedures in accordance with the manufacturer's recommendations.
Balance and adjust the refrigeration system as necessary to ensure proper performance.
Conduct operational testing to verify the compressor is functioning properly under
normal operating conditions.
Disposal
Properly remove and dispose of all installation debris and any materials generated during
the project.
The failed compressor has already been removed from the refrigeration package.
Documentation
The contractor shall provide:
Manufacturer warranty documentation.
Installation and startup reports.
Any recommended maintenance procedures.
Documentation of refrigerant added or removed during installation.
A list of replacement parts, if applicable.
3. Site Inspection and Pre‐Bid Meeting
The Bidder is expected to carefully examine the site of proposed work, the Scope of Services,
and the Contract Documents before submitting a bid. The submission of a bid shall be
considered prima facie evidence that the Bidder has made such examination and is satisfied to
the conditions to be encountered in performing the work and as to the requirements of the
Contract Documents.
The City will host a pre‐bid meeting for this work at 1:00 p.m. on Thursday, July 9th. The
meeting will be held in the Conference Room of the Garden City Ice Arena, which is located at
200 Log Cabin Road, Garden City MI 48135. Attendance at this meeting is optional. The City
cannot guarantee that staff will be available to provide separate tours of the site.
4. Project Schedule
The City plans to award the contract and provide the notice to proceed with these services by
Tuesday, July 23, 2026, pending City Council approval. The complete installation of the
compressor is encouraged by end of August, 2026. Contractors have access to the site 24/7.
5. Qualifications
The contractor shall:
Be experienced in commercial and industrial refrigeration systems.
Employ technicians qualified to work on ice arena refrigeration equipment.
Possess all required licenses and insurance required by the State of Michigan.
Comply with all applicable federal, state, and local codes and regulations.
6. Warranty
The contractor shall provide:
Manufacturer's standard warranty on the compressor.
A minimum one (1) year warranty on all installation labor.
Warranty service response procedures and contact information.
7. Agreement
All bidders shall be required to agree all conditions of the City's contract as attached in
Attachment A.
