Intent To Sole Source: Advanced Close Quarter Tactics Training Services with JMAP Software

Marine Corps Installastion East (MCIEAST) intends to procure non-personal services for an advanced combat marksmanship and close-quarters tactics (CQT) training course on a sole-source basis from Scientific Tool Works (doing business as Scoring Tech), in accordance with the authority of FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold.

The North American Industry Classification System (NAICS) code for this procurement is 611699 (All Other Miscellaneous Schools and Instruction) with a corresponding size standard of $15.0 million. The Product Service Code (PSC) is U099 (Education/Training—Other).

This requirement is for a 30-day training program to provide progressive and intensive CQT instruction for thirty (30) personnel from the 2d Reconnaissance Battalion. The training is critical for preparing the unit for imminent worldwide operational deployments by elevating their combat marksmanship and live-fire shoot-house clearance capabilities. Market research concludes that only the proprietary training methodology developed by Scoring Tech is acceptable. As documented in the Government’s justification, this training is unique in its use of the Joint Marksmanship Assessment Package (JMAP) software platform, which provides quantitative, data-driven diagnostics on shooter performance. Use of any other training program would introduce an unproven syllabus, fail to meet the specific data-driven diagnostic requirements, and result in unacceptable mission readiness delays prior to deployment.

Furthermore, market research has confirmed that Scoring Tech is the sole developer, owner, and provider of the JMAP software, its underlying analytical algorithms, and the associated proprietary training methodology. The Government has confirmed there are no authorized third-party resellers, licensors, or independent training providers with access to the required JMAP capability. This makes Scientific Tool Works (Scoring Tech) the only responsible source capable of providing the required services.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. However, any firm that believes it can meet the requirement may give written notice to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement must be furnished to the point of contact no later than the response date of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
