Waste Profile Application

Project Description: Hillsborough County intends to recommend the award of a sole source procurement to WeighPay Solutions for the implementation, hosting, licensing, maintenance, and ongoing support of the WeighPay Waste Profile Management System, a cloud-based application used to administer the County’s Waste Profile program, automate waste profile approvals and inspections, provide mobile field inspection capabilities, maintain compliance records and audit trails, and support County staff, Franchise Collectors, and commercial waste generators for five (5) years at an estimated cost of $183,000.00. This procurement is being made in accordance with Section 3-205(2)(a) of the County’s Procurement Policy as WeighPay Solutions is the developer and sole provider of the Waste Profile Management System developed specifically to meet the County’s Waste Profile program requirements. Market research conducted by the department, including inquiries to other scale house software vendors, did not identify another commercially available application capable of providing the required Waste Profile functionality. WeighPay developed a production-ready application based on the County’s specifications that combines waste profile administration, automated approval workflows, mobile and offline field inspections, compliance tracking, audit trails, and system integration within a single platform. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified software and services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
