Description
This Notice of Intent is not a request for quotations or proposals. A solicitation will not be issued. The purpose of this notice is to inform industry that the Government intends to award a firm-fixed-price purchase order on a sole source basis to Rees Scientific Corporation, 1007 Whitehead Road, Ewing, NJ 08638.
The anticipated period of performance is May 15, 2026 through May 14, 2027.
The National Institutes of Health (NIH), Clinical Center, Department of Transfusion Medicine, Center for Cellular Engineering requires a one-year service agreement for the existing Rees Scientific Environmental Monitoring System located within the 2J, 3T, T10B, and 12E cell manufacturing facilities.
The purpose of this requirement is to perform preventive maintenance, qualification, calibration, and validation services for the environmental monitoring system that supports cGMP cell and gene therapy manufacturing operations.
Required services include, but are not limited to:
Qualification of temperature, humidity, CO₂, and differential pressure sensors
Three-point calibration of all applicable probes
Preventive maintenance and servicing of 653 monitoring sensors
Annual qualification and validation of system sensors
Testing and maintenance of the emergency monitoring system
Installation of required system updates and verification of system functionality
The environmental monitoring system hardware and software are already installed within the Clinical Center facilities and are proprietary to Rees Scientific Corporation.
Rees Scientific Corporation is the Original Equipment Manufacturer (OEM) and the only known source capable of performing the required services. Rees Scientific Field Service Engineers possess the specialized training, proprietary documentation, and service tools required to maintain and calibrate the system. Rees Scientific maintains exclusive intellectual property rights to the system’s data collection and service software and does not authorize third-party distributors or service providers.
Failure to maintain the system through the manufacturer may result in system disruptions, software vulnerabilities, and potential operational impacts to the Clinical Center’s manufacturing operations. A preventive maintenance program is required to ensure system reliability, maintain equipment functionality, implement current software updates, and support compliance with cybersecurity and regulatory requirements.
This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, specifically FAR 13.106-1(b)(1), which permits contracting officers to solicit from a single source when the circumstances of the acquisition deem only one source reasonably available. This requirement is anticipated to be below the Simplified Acquisition Threshold (SAT) of $250,000.
Capability Statements
Interested organizations may submit a capability statement demonstrating their ability to perform the required services described above. Capability statements must clearly demonstrate the vendor’s ability to service and maintain the Rees Scientific Environmental Monitoring System, including access to proprietary software, tools, and qualified personnel.
