Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, Firm Fixed Price (FFP) modification to contract N0001924C0006 with Northrop Grumman Systems Corporation (NGSC), Linthicum Heights, MD, for the procurement of non-operational Environmental Stress Screening (ESS) testing, prior to delivery, on eighty (80) EA-18G Low Band Dedicated Receivers (LBDRs) to support United States Navy (USN) and Royal Australian Air Force (RAAF) requirements.



This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.” As the contractor for the LBDRs, only NGSC has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required. The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
