The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
This is a notice of a proposed contract action pursuant to Federal Acquisition Regulation (FAR) 5.201. This is also a request for information from interested contractors (see last paragraph below).
The anticipated action is a modification to an existing contract. The U.S. Army Corps of Engineers Kansas City District intends to request a proposal from the existing contractor under Contract No. W912DQ25C1005. This is anticipated to be a sole-source modification under the authority of FAR 6.302-1(a)(iii). The anticipated award date is approximately June 18, 2025.
The original contract had an optional contract line item for an additional 300 hours of water-injection dredging. The Government did not exercise the option. This modification will add the same number of dredging hours (300) that would have been covered by the option.
The subject matter of this action is 300 hours of active water-injection dredging in Tuttle Creek Lake, Kansas. The 300 hours of water-injection dredging will be performed over three different periods in the latter half of 2025 and the first half of 2026. The contractor must supply, assemble, operate, and maintain the dredge and all supporting equipment to complete the dredge. Specifications can be found in the attachments posted with Solicitation No. W912DQ24R1006 (https://sam.gov/opp/92bfdb611ff34510b52b692303cac25f/view).
The purpose of this dredging is to demonstrate water injection dredging technology in a reservoir. Data gathered about the dredging efficiency and the density current dynamics will help the Government in sediment management activities at Tuttle Creek Lake and other lakes in the future.
The Government is also requesting information from contractors who are interested in, and have the capability to provide, water-injection dredging services for purposes of the above-described demonstration project at Tuttle Creek Lake, which is approximately five miles north of Manhattan, Kansas. Interested contractors are invited to send a capabilities statement via email to Contract Specialist Erick Ottoson at erick.s.ottoson@usace.army.mil. All responsible sources are permitted to submit a capability statement, proposal, or quotation, which shall be considered by the Government.
