INVITATION FOR BIDS
Submitted bids will be opened electronically at 11:00 AM on Friday, February 06, 2026; and will be posted to the
Vermont Agency of Transportation website. The time of receiving and opening bids may be postponed due to
emergencies or unforeseen conditions.
LOCATION: BEGINNING ON VT ROUTE 17 IN THE TOWN OF ADDISON AT MM 0.194 AND EXTENDING EASTERLY
ALONG VT ROUTE 17 FOR A DISTANCE OF APPROXIMATELY 8.180 MILES (43,190.40 FT) TO MM 8.374 IN THE
TOWN OF ADDISON.
TYPE OF CONSTRUCTION: WORK TO BE PERFORMED UNDER THIS PROJECT INCLUDES FINE-MILLING AND
RESURFACING THE EXISTING HIGHWAY, GUARDRAIL IMPROVEMENTS, PAVEMENT MARKINGS, AND OTHER
RELATED HIGHWAY ITEMS.
CONTRACT COMPLETION DATE: This Contract shall be completed on or before August 14, 2026.
BID BOND: Electronic bid bond to be submitted in the amount of 5% of the Contractor's bid.
ENGINEER's ESTIMATE: For this proposal the Engineer's Estimate is Category E.
PLANS AND PROPOSALS MAY BE OBTAINED AT NO COST BY: On the VTrans website at:

QUESTIONS: During the advertisement period, all questions shall be addressed solely to the Office of Contract
Administration via email: AOT.ConstructionContractingInquiry@vermont.gov.
PREQUALIFICATION OF CONTRACTORS: All bidders on this project must hold both current annual Prequalification
with the Vermont Agency of Transportation through the "Contractor's Experience Questionnaire and Financial Statement"
and unconditioned project-specific approval through the "Standard Form - Request for Proposal" CA-82 form. These
documents are available at: https://vtrans.vermont.gov/sites/aot/files/contractadmin/documents/PreQualCA82.pdf, and
must be submitted/uploaded through the iCXWeb website at: https://vtrans.exevision.com/icx/Index.aspx
STANDARD SPECIFICATIONS: The work to be performed under this Contract shall be in accordance with the 2024
Standard Specifications for Construction, as modified. The Standard Specifications are available on the Vermont Agency
of Transportation website.

NON-COLLUSION AFFIDAVIT: All bidders will be required to execute a sworn statement, certifying that the bidder has
not, either directly or indirectly, entered into any agreement, participated in any collusion, or otherwise taken any action in
restraint of free competitive bidding in connection with this Contract.

contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to
