Description

SOURCES SOUGHT SYNOPSIS (Floating Barge Separators)





The Defense Logistics Agency Maritime Portsmouth Naval Shipyard is issuing this sources sought and request for information as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for the following:





Scope shall be to fabricate and deliver two (2) units of composite floating barge separators in accordance with the attached drawing and following requirements:





1. Separators shall be fabricated of a marine grade composite material that does not corrode in salt water, nor degrade from UV sunlight. All materials used shall be suitable for salt water marine applications.





2. Each unit shall be approximately 30ft long by 8ft wide by 6ft deep with a freeboard of 2-3ft.





3. Units shall be designed to berth a two story barge approximately 150ft long at the berth shown in the attached drawing with steel fender piles space approximately 20ft on center. The units shall be strong enough to resist all loads from the barge without cracking or breaking.





4. Each unit shall have a minimum of four (4) pad eyes for lifting the units with a crane, and shall have a lifting and rigging plan for lifting with a crane.





5. Each unit shall be delivered to Portsmouth Naval Shipyard, Kittery ME.





6. Each unit shall have a minimum of four (4) cleats measuring approximately 18 inches long.





7. Each unit shall have a retention system that holds the units in place while still allowing them to float up and down with the tide without damaging the fender piles, barge or units. The face engaging with the fender piles shall be battered to match the piles and prevent point loading.





8. The faces of the units shall have non-marking rubber fenders.





9. The top deck of each unit shall have a non-skid material suitable for personnel to walk on without slipping.





10. Shop drawings shall be provided to the government for review and approval prior to fabrication.





11. Each unit shall come with a minimum of a 2 year warranty





The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 332312.
