All bids must be submitted in a sealed envelope on the enclosed bid form and received on or before the

time specified above. The bid envelope must have a return address in the upper left-hand corner and

the bid name and number in the lower left-hand corner.

Scope

Wise County is now accepting formal sealed bids for Officer Initiated Tow Rotation and Traffic

Incident Tow Rotation Services.

This bid is intended to establish a Regular Tow Rotation List for routine officer initiated towing and

recovery services and a specialized Traffic Incident Tow Rotation List for major traffic incidents

identified under County Traffic Incident Management (TIM) protocols.

The services sought under this bid include:

 Officer initiated towing and recovery services under the County Tow Rotation List (“Regular

Rotation”).

 Enhanced, time-sensitive towing and recovery services under the Traffic Incident Tow Rotation

List for major traffic incidents.

 Safe removal of disabled, abandoned, or wrecked vehicles from County roadways and public

property.

 Support for safe and quick clearance of traffic incidents in accordance with County TIM

protocols, applicable Texas Transportation Code provisions, and TxMUTCD traffic control

principles.

This contract shall be for an initial term of two (2) years from the effective date of approval, unless

earlier suspended or terminated for cause.

Participation may be renewed for additional terms at the discretion of the County, subject to continued

compliance with all requirements, satisfactory performance evaluations, and availability of program

funding and resources, if applicable.

Inclusion on either the Regular Rotation or the Traffic Incident Rotation does not guarantee any

minimum number of calls, revenue, or exclusive territory.

This bid is intended to be consistent with all applicable federal, state, and local laws and regulations,

including but not limited to the Texas Transportation Code, Texas Department of Licensing and

Regulation (TDLR) requirements, relevant federal motor carrier safety standards, and County policy.

Definitions

For purposes of this bid, the following definitions apply:

 Regular Tow Rotation List (Regular Rotation): The list of approved tow companies

eligible to receive Officer Initiated tow referrals from County law enforcement and public safety

agencies for routine crashes, disabled vehicles, impounds, and other non-time-critical events.

 Traffic Incident Tow Rotation List (Traffic Incident Rotation): A specialized subset of

the Regular Rotation consisting of tow companies that meet additional equipment, training,

response time, and operational requirements for complex or major traffic incidents, including

lane-blocking crashes, commercial vehicle incidents, overturned vehicles, hazmat involvement,

and multi-vehicle collisions, as identified in County TIM protocols.

 Traffic Incident: Any occurrence on a public roadway that significantly impedes or alters

normal traffic flow and requires special traffic management and/or temporary traffic control in

accordance with TxMUTCD Part 6 and County TIM protocols.

 Officer Initiated Tow: A tow initiated by law enforcement or other public authority, rather

than requested by the vehicle owner or operator.

 Contractor / Tow Company: A respondent selected and approved by the County to

participate on the Regular Rotation and/or Traffic Incident Rotation.

Specifications

It is the intent of these specifications to describe the minimum requirements for participation in Wise

County’s Officer Initiated Tow Rotation and Traffic Incident Tow Rotation Program.

Any brand name, manufacturer reference, or equipment example used in describing equipment or

service capability is descriptive only and is not intended to be restrictive unless otherwise noted.

Bidders must state exactly what they intend to furnish. If a bidder takes no exception to the

specifications or reference data, the bidder will be required to furnish services as specified in this bid.

Companies selected for the Regular Rotation shall, at a minimum:

 Provide officer initiated towing and recovery services 24 hours per day, 7 days per week, 365

days per year.

 Respond to dispatch calls from the Wise County 9-1-1 Communications Center for towing,

recovery, and related services.

 Safely remove vehicles and debris from roadways and public property as directed by law

enforcement or Incident Command.

 Provide secure storage for towed vehicles in accordance with TDLR and Texas Transportation

Code requirements.

 Maintain accurate records and cooperate with County oversight and audits.

Companies selected for the Traffic Incident Rotation shall, in addition to the above, be capable of:

 Rapid response and clearance of major traffic incidents involving commercial motor vehicles,

overturned or jackknifed vehicles, multi-vehicle collisions blocking travel lanes, significant cargo

spills, load shifts, roadway obstructions, and other complex recovery situations as designated by

Incident Command.

 Providing specialized equipment and personnel, including heavy-duty wreckers and recovery

units, air cushions if applicable, and incident lighting.

 Operating in a unified command environment and following County TIM protocols, including

safe and quick clearance principles.

Eligibility Requirements – Regular Tow Rotation List

To be considered for placement on the Regular Rotation, a tow company must, at minimum, meet all

of the following requirements at the time of bid submission and maintain them throughout

participation in the program:

Licensing and Legal Compliance

 Hold a valid TDLR Tow Company License.

 Ensure all tow truck operators hold valid TDLR Tow Operator Licenses appropriate for the type

of tow to be performed.

 Maintain compliance with all applicable federal, state, and local laws and regulations, including

Texas Transportation Code provisions governing towing and storage, TDLR rules for towing and

storage, Federal Motor Carrier Safety Regulations as applicable, and local ordinances.

Insurance and Financial Responsibility

 Maintain, at minimum, the following insurance coverage, or greater if required by law or County

policy:

o Commercial General Liability: not less than $500,000.00 per occurrence.

o Automobile Liability: not less than $500,000.00 combined single limit per occurrence

o On-Hook/Cargo Coverage: not less than $50,000.00 per incident.

o Garage Keepers or Storage Lot Liability: If the Bidder stores, impounds, or otherwise keeps

vehicles in its care, custody, or control, the Bidder shall maintain garage keepers legal

liability insurance or equivalent coverage adequate to cover loss or damage to vehicles

stored or handled by the Bidder. Minimum limits shall be sufficient for the number and

value of vehicles reasonably expected to be held by the Bidder, and in no event less than

any minimum required by Texas law or regulation.

o Workers’ Compensation Insurance as required by Texas law, or signed non-subscriber

acknowledgment if applicable.

 Provide current Certificates of Insurance naming Wise County as an additional insured where

appropriate.

Equipment and Facility Requirements

 Maintain a minimum fleet of two (2) light-duty or rollback trucks capable of safely towing

passenger vehicles and light trucks.

 Maintain at least two (2) tow trucks on-call and available for dispatch at all times.

 Maintain a secure, fenced, and lighted storage facility located within Wise County with

controlled access, adequate capacity for anticipated vehicle volume, and posted business hours

and after-hours release procedures consistent with Texas law.

Operational Requirements

 Be available to respond 24/7/365.

 Respond to calls from dispatch with an average on-scene arrival time of 30 minutes or less under

normal conditions, unless extended response times are documented due to distance, weather, or

extraordinary circumstances.

 Maintain a dedicated dispatch phone number and point of contact reachable at all times.

 Provide clear, written rate schedules for standard hours, after-hours, weekends/holidays,

storage fees, and special recovery rates that are consistent with TDLR requirements, on file with

the County, and available to the public upon request.

 Maintain accurate tow, storage, and release records, and cooperate with County audits or

investigations.

Training and Professional Standards

 Ensure all operators receive and maintain any required Traffic Incident Management training as

adopted by the County, including at minimum FHWA SHRP2 National TIM Responder Training

or equivalent.

 Maintain professional conduct at all scenes, including adherence to Incident Command, safety

protocols, and non-solicitation rules consistent with state law.
