P.M. (CST) on Friday, January 30, 2026 at the Physical Plant Department conference room,
located at 118 College Drive #5080, Hattiesburg, Mississippi 39406, at which time and place they
will be publicly opened and read.
A general description of the project is as follows:
Substation Vacuum Circuit Breakers (Material Only) as described in this
Specifications and Materialman’s Proposal.
Contract Documents: Specifications and bidding documents may be examined at the address
stated above or are available via digital copy. Plan holders are required to register and order bid
documents at www.atwellandgentprojects.com. Bid documents are nonrefundable and must be
purchased through the website. All plan holders are required to have a valid email address for
registration. Questions regarding website registration and online orders please contact Atwell &

If anyone prefers to submit their bid electronically, please follow the instructions below using
the following website: https://www.ms.gov/dfa/contract_bid_search/Home/Sell.If you are
not already registered in this system, potential bidders will first need to click on “Supplier
Registration” and follow the steps outlined (a one-time process). Once registered, return to the
original website and click on “Procurement Opportunities” where you can either search by
keyword for the bid you desire to respond to or leave the search box blank and click “Search”
for a listing of all current bids and proposals for the various State of Mississippi offices.
Bids must be submitted in duplicate on the bid form included in the specifications. No bid may
be withdrawn for sixty (60) days after the actual date of the bid opening. All bids must comply
with applicable state laws of the state of Mississippi. The University of Southern Mississippi
reserves the right to reject any or all bids on any or all projects and to waive informalities.

The Engineer will represent the Owner in all matters pertaining to this project, including but not
limited to, answering technical questions of prospective bidders and recommendations of lowest

Submit all questions about the specifications to the Engineer, in writing. Replies will be issued to
all prospective Bidders of Record. Neither the Engineer nor the Owner will be responsible for oral
clarifications.
