Summary

Cecil County, Maryland is interested in generating revenue through the sale of advertising space on the interior and exterior of Cecil Transit’s vehicles and on bus shelters located throughout Cecil County and is seeking proposals from qualified agencies to manage the sale, production, installation, and maintenance of said advertising. Cecil Transit’s vehicles travel nearly 600,000 miles per year throughout Cecil County providing about 90,000 trips.



Background

Cecil Transit, a division of Cecil County’s Department of Community Services, provides public transportation services consisting of fixed route and demand response in Cecil County, Maryland. The current fleet consists of the following:

  • 5 35’ El Dorado Passports
  • 4 30’ El Dorado Passports
  • 11 Coach and Equipment 16 passenger E450 cutaways
  • 5 Dodge Entervans

Cecil Transit’s fixed route services operates Monday through Saturday from approximately from 4:45 AM until 10:30 PM and traverses nearly 300,000 miles annually. Cecil Transit provides a county-wide demand response service that operates Monday through Friday from 7:30 AM – 4:30 PM and traverses approximately 165,000 annually. Lastly, Cecil Transit utilizes 5 mini vans which accumulate about 100,000 annually to provide an on-demand micro transit style service that operates within a 72 square mile zone surrounding Elkton, Maryland. The fixed routes system is comprised of three distinct routes including the following:

  • Cross County Connection connects the municipalities of Elkton, North East and Perryville via U.S. Route 40. Two vehicles operate on this route providing bi-directional service.
  • Glasgow Connection connects downtown Elkton, residential areas on Landing Lane and Whitehall Road, and Glasgow, Delaware. This route traverses major routes including 213 from Whitehall Road north into Elkton and 40 from western portions of Elkton to People’s Plaza in Newark, Delaware.
  • Elkton-Newark Connection provides connections between Elkton and Newark, Delaware via Route 40 East, 896 North and 270 East with major stops including the Newark Train Station and the Newark Transit Hub.
  • Cecil Transit has 15 bus shelters located in Cecil County concentrated on and near Route 40 . The attachments include a list of the measurements of each bus shelter and the coordinates for each location.
