Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Harcros Chemicals Inc., for GN 11P antifoam for use in the County’s leachate evaporators at our solid waste facility, for a period through December 31, 2027, at an estimated cost of $307,227.80. The GN 11P is a proprietary polymer-based antifoam formulation distributed by Harcros Chemicals within the State of Florida. Antifoam is a critical chemical required for effective foam suppression within the treatment system that could cause overflow and equipment contamination, reduce treatment efficiency, affect effluent quality, entrap impurities, hindering membrane filtration, and increase operational cost and labor requirements. This procurement is being made in accordance with Section 3-205(a) of the County’s Procurement Policy as Harcros Chemicals Inc., GN 11P is the only known product that meets the salient specifications required by the department. The Solid Waste Management Department evaluated GN 11P anti-foam against the currently used product and determined it requires a significantly lower dosage rate, 10-12 gallons per day as compared to 25-27 gallons per day of the currently utilized antifoam. This will result in a substantial overall savings as well as reduce the space required to store the chemicals.
The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified propriety goods must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
