Description

Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Mexico City will launch the solicitation on SAM.gov when it is available.



The U.S. Embassy Mexico City has a requirement for the collection and disposal of solid waste from one office building and one warehouse location in Mexico City..



The selected contractor will be fully responsible for the collection and disposal of organic, inorganic, sanitary waste, and construction demolition debris produced at two separate locations in Mexico City, one in Col. Irrigación and the other in Col. Verónica Anzúres. The contractor must demonstrate a high level of expertise, along with the necessary abilities, resources, licenses, and permits to perform the specified activities in compliance with all applicable local and federal Mexican regulations. Additionally, the contractor shall adhere to the highest industry standards and maintain superior quality in the execution of these duties. Excellence in customer service is also required.




  1. Work to be performed:



Solid wastes shall be collected with sufficient frequency to inhibit the propagation or attraction of vectors, and the creation of nuisances as follows:



a. Service I: Five times a week waste collection in the office building location (Monday to Friday); located in Col. Irrigación, Miguel Hidalgo, 11500 Ciudad de México, CDMX, México. This service must be scheduled from 02:00 pm to 03:00 pm. The service must be performed in the designated space for trash collection (see attachment of the drawing with measures and map of the space).



Total amount of solid waste collection: approx. 50 m3 of solid waste per week.



b. Service II: Three times a week (Monday, Wednesday, and Friday) at the warehouse location from 09:30 am to 11:00 am. Total amount of solid waste collection: approx. 3 m3 (4 tons approx.) of solid waste per service at week.



c. Service III: For the removal and proper disposal of industrial, construction, and demolition debris at the office building location. Fifteen (15) services per year. For each service, the vendor must furnish a container of at least 3m3. This service will be scheduled as per COR call.



d. Cleaning of waste containers and waste storage area



e. Collection and disposal of debris



A complete solicitation package with time frames, specifications, site visit information and proposals deadline will be posted in the near future.



The performance period of this contract shall be from the date stated in the Award letter and continuing for 12 months, with a (3) three-year option to renew. The total duration of this Contract is two (3) years. Individual task orders shall be issued for stated services within the rates designated. All responsible sources may submit a quotation which will be considered.



All contractors that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their proposal:




  • Be able to understand written and spoken English;

  • Have an established business with a permanent address and telephone listing;

  • Have the necessary personnel, equipment and financial resources available to perform the work;

  • Have all licenses and permits required by local law;

  • Meet all local insurance requirements;

  • Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution;

  • Have no adverse criminal record;

  • Have no political or business affiliation which could be considered contrary to the interests of the United States;

  • Have good experience and past performance records; and,

  • Identify specialized experience and technical competence required to complete the construction work in accordance with this solicitation.



All contractors are to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting a quotation pursuant to FAR provision 52.204-7.
