Summary

The City purchased the project site at 125 Coral Street in 2022 for three million dollars with the intention of using it to provide 24/7, temporary, non-congregate shelter for a minimum of 50 individuals for stays of six months or less. The current project scope for the Coral Street SUD (Substance Use Disorder) Navigation Center includes the construction of a new Navigation Center that will provide a residential substance use disorder facility with related support services and therapeutic spaces, for residents (individuals) during their recovery treatment.

The property has a total of approximately 27,835 square feet of land (APNs 008-171-24 and 008-171-25) and is located a half block west of River Street, northwest of Highway 1 within the City of Santa Cruz. It is adjacent to the Coral Street Campus, a City owned property under long term lease to the local non-profit Housing Matters.

The project addresses the need to add residential substance use disorder (SUD) treatment to the local continuum of care by providing 50 beds of SUD treatment with ASAM levels 3.1, 3.2WM, and 3.5.

The City of Santa Cruz (“City”) is issuing this Request for Proposals (RFP) for an owner’s representative to manage the overall Coral Street Residential Substance Use Disorder Navigation Center construction project. The City seeks responses from an individual or team (“Consultant”) to represent the City’s interests at each stage of the process and oversee the management of a design-bid-build process, including but not limited to the design process, contract scopes, budget management, development of construction plans, and construction supervision.



Background

The City of Santa Cruz was incorporated in 1866 and formed its current charter in 1948. It is governed under a Council/Manager form of government. A Mayor and six Council members set policy for the City and a City Manager serves as chief administrator of those policies. The City is located on the coast, 75 miles south of San Francisco on the northern edge of the Monterey Bay. It encompasses 15.8 square miles with cultural and ethnic diversity among its population of 65,000. Santa Cruz is part of the Monterey Bay National Marine Sanctuary and is a popular tourist destination owing to its beaches, surf culture, and historical landmarks.

The City provides a full range of municipal services and facilities including a recreational wharf, public golf course, over thirteen hundred acres of open space, full beach services, refuse management, law enforcement, fire protection, and water and wastewater utilities. The City is also host to University of California Santa Cruz, the Santa Cruz Harbor, and the Santa Cruz Beach Boardwalk amusement park.

The City of Santa Cruz requests proposals from qualified proposers to respond to this Request for Proposals and to lead While short-term residential SUD services are the key component of the facility, spaces for other therapeutic supportive services are also critical.

All applicants must provide thorough and complete responses, clearly demonstrating their approach to and consistency with the standards identified in this RFP.

The funding agency of this project requires that the building be completed and put in service by May 31, 2030. The City anticipates awarding a contract to a Proposer through completion of the Project.

A successful Proposer will have the ability to and will perform all work contemplated to complete the Project, furnishing all tools, equipment, materials, apparatus, facilities, labor, services, transportation, supervision, and management, and pay applicable taxes and fees, not specifically provided by the City, to complete the Project.
