This is a Synopsis in accordance with FAR 5.2 Synopsis of Proposed Contract Actions.
This procurement is restricted to those approved companies eligible for BPA-call orders under the Regional Vault Toilet and Septic Tank Pumping Services Blanket Purchase Agreement (BPA) with agreement numbers 127EAT23A0001-A0006, 127EAT22A0010-A0011 and 127EAT22A0013-A0018. This BPA is composed of Small Businesses.
This BPA Call will be sent to all vendors interested in servicing the Inyo National Forest area, in accordance with established statement of work and accompanying terms from the Regional Vault Toilet and Septic Tank Pumping Services BPA.
Anticipated Call Order Information:

Project Title: Inyo National Forest Vault Pumping Call Order
Project Description: The intent of this contract is to secure services for toilet pumping, recharging, chemicals, clean up, and effluent disposal services at various vault toilet locations on the Inyo National Forest on a “call when needed” basis.
All debris and human wastes shall be removed from each unit completely during each servicing. Trash and other materials which cannot be removed by pumping, and which are still evident when a minimum level has been attained will be removed by the Contractor. The Contractor is responsible for immediately cleaning any filth in, on, or around the toilet buildings resulting from waste removal activities. This requirement includes interior and exterior walls and ceilings, (marks on walls from pipes and hands, etc.), the surrounding ground area 15 feet from all exterior walls and 10 feet each side of the line of the hose from toilet to truck.
Seats and floors of all toilets shall be washed down after each pumping. Trash removed from toilet pits or vaults shall not be placed in garbage can or bins. All solid waste items, such as cans, bottles, glass, etc., shall be removed from the toilet areas, placed in plastic bags and disposed of at the county dump by the by the Contractor. All effluent collected within the Inyo National Forest shall be disposed of outside the Forest.
Project Location: Inyo National Forest - Mono Lake, Mammoth Lakes, White Mountain, and Mount Whitney Ranger Districts.
This BPA is composed of small businesses; the proposed Call Order will be set aside for small businesses. Any changes to the Call Order RFQ shall also be emailed to those companies listed on the BPA.
Deliverables: The deliverables for this work will be provided to the ordering activity in accordance with the call order statement of work.
There is currently 1 BPA awardee that will receive this solicitation. The Call Order shall be issued via email to those companies listed on the BPA that are interested in providing services to the Inyo National Forest. Any changes to the Call Order RFQ shall also be emailed to those companies listed on the BPA. Point of Contact is Danielle Dawson - danielle.dawson@usda.gov.
