White Park Brownfields Remediation Project

Sealed bids for the site cleanup and redevelopment of the White Park Brownfields Remediation Project will be received by the City of Morgantown at the office of the Finance Director until 2:00 p.m. on November 24, 2025, local prevailing time.

Each bid submitted via mail must be submitted in a sealed envelope. Alternatively, bids may be submitted via email to the staff engineer at For security reasons, you must enable JavaScript to view this E-mail address.

The envelope must have the following information in the left had corner:

Name and address of Bidder, Bidder’s WV Contractor’s License number, “Bid Call 2026-06, White Park Brownfields Remediation Project”, City of Morgantown, Attn: Drew Gatlin- Staff Engineer, 389 Spruce Street, Morgantown, Monongalia County, West Virginia 26505.

The issuing Office for Bidding Documents is the City of Morgantown.  Prospective Bidders may examine the Bidding Documents online at http://morgantownwv.gov/bids.aspx&nbsp ;

Printed copies of the Bidding Documents may be obtained from the Finance Office, Monday through Thursday, from 7:00am to 5:00pm upon payment of a non-refundable fee of $50.00 for each set.  Checks for Bidding Documents shall be payable to “City of Morgantown.” Upon request and receipt of the document fee indicated above plus a non-refundable charge, the Issuing Office will transmit the Bidding Documents via delivery service.  The shipping charge amount will depend on the shipping method selected by the prospective Bidder.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered as the Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding documents will not be available from the Issuing Office.  Neither Owner nor Architect will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The City of Morgantown reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the City of Morgantown, and to reject any or all proposals.

From a legal and procurement perspective, it is accurate to describe this as encompassing both Construction and Design. While the primary activity involves construction work, the selection process includes sub awardees and other design-related components, which brings in elements of design responsibility and oversight. To ensure compliance with federal and state procurement regulations, we consider this as a hybrid procurement approach.

The City will now accept and consider bids received up to Monday, November 24, 2025, at 2:00 p.m.

Due to the current federal government shutdown, final approval is dependent on project officers returning from furlough. Delays related to the shutdown may affect the timeline for City Council review, final selection, and issuance of the Notice to Proceed.
