The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services, intends to award a sole source, firm-fixed-price purchase order to Carestream Health, Inc., located at 150 Verona Street, Rochester, NY 14608, under the authority of FAR 13.106-1(b)(1)(i). The anticipated award is for commercial services and is valued below the Simplified Acquisition Threshold (SAT).
This procurement is for urgent maintenance and OEM support services for a Carestream DRX-1 digital radiography system used by the National Institute for Occupational Safety and Health (NIOSH). Required services include:
Preventive and corrective maintenance
OEM software and firmware updates
Calibration and quality assurance
Technical support from Carestream-certified personnel
Replacement parts and accessories, as needed
This order will be issued in response to the court-ordered injunction issued by the U.S. District Court for the Southern District of West Virginia in Wiley v. Kennedy, which requires reinstatement of NIOSH operations. The normal procurement process was disrupted due to workforce reductions following the CDCs Reduction in Force (RIF) earlier this year. As a result, this requirement is also considered urgent and compelling in nature, consistent with the conditions described in FAR 6.302-2, but will be processed under the Simplified Acquisition Procedures of FAR Part 13.
Carestream Health, Inc. is the original equipment manufacturer (OEM) and the only known source with access to the proprietary components, diagnostics, and service infrastructure necessary to support the DRX-1 system in accordance with manufacturer specifications.
This notice is not a request for competitive quotations. However, responsible sources that believe they can meet the Governments requirement may submit a capability statement demonstrating their ability to perform the required services and their OEM authorization. Responses must be received no later than the deadline listed above and must reference this notice.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
