I. NOTICE OF INVITATION
The City of Scotts Valley (“City”) is requesting proposals for a Skypark Master Plan. The City is inviting
qualified firms to submit proposals for the preparation of a park-specific master plan for Skypark, a 22.5
acre community park located adjacent to the site of the future Scotts Valley Town Center.
Interested firms shall submit one electronic copy in PDF format. Submissions will be accepted via email
only. Proposals must be received by January 9, 2026 by 2:00 PM.

No submission will be accepted by oral communication, telephone, or facsimile transmission. Proposals
may be withdrawn prior to the time set for closing. Postmarks will not be accepted. Any proposal
received after the time set for closing will be rejected.
II. INTRODUCTION
The City of Scotts Valley is seeking a qualified professional planning and design team with expertise in
landscape architecture, park planning, and community engagement to lead the visioning, development,
and documentation of a comprehensive Skypark Master Plan. This plan will serve as a framework for
future improvements, programming, capital investment, and long-term park management within the
defined 22.5-acre Skypark boundary
Skypark is located adjacent to the future Scotts Valley Town Center (Town Center), a mixed-use
residential and commercial district currently in development. The Skypark Master Plan will be developed
in coordination with the Town Center planning process to ensure seamless physical and visual
integration along the shared edge. This includes collaboration on shared access points, landscape
continuity, amenities, and community use.
The selected team will work closely with City staff, stakeholders, and Town Center project leads to
promote a cohesive vision between these two cornerstone community investments.
III. BACKGROUND
The City of Scotts Valley is in Northern Santa Cruz County in the redwoods of the Santa Cruz Mountains.
Located southwest of Silicon Valley, Scotts Valley is approximately 6 miles north of Santa Cruz, 30 miles
southwest of San Jose, and 68 miles south of San Francisco. Scotts Valley is known throughout Santa
Cruz County for its natural beauty, proximity to the Silicon Valley, and small-town character – making it
an excellent place to live.
Skypark was developed in 1996 as part of the Skypark neighborhood development. Prior to its
development the site, along with the Town Center site and Skypark neighborhood encompassed a
regional airport that closed in 1982. The Skypark neighborhood and recent commercial development
have embraced the airport theme in building design (the Hangar), street names and public art.
Skypark is located at 361 Kings Village Road and is the largest park in Scotts Valley. Amenities include:
• A skatepark
• Large multipurpose fields
• 2 bocce courts
• 2 half-court basketball courts
• Playgrounds for ages 2–6 and 6–12
• 2 tennis courts
• 4 pickleball courts plus 1 shared pickleball/tennis court
• A 1-mile linear walking/jogging/cycling trail with calisthenics equipment
• 2 gazebos available for rental and 2 first-come, first-served gazebos
• Picnic tables with BBQs
• A bathroom facility
In addition, a dog park (large and small areas) and a pump track are currently included in the park’s
amenities. However, these features are temporary and will be removed once the Town Center is
developed, as they are located on the edge of Skypark adjacent to the future Town Center property.
The park is a hub for special events including food trucks, live music and entertainment, 5k community
runs, art, wine and beer events, kid activities including bounce houses and vendors.
In 2024, the City adopted a citywide Parks Master Plan, which identified the need for a dedicated master
plan for Skypark to guide future improvements and ensure alignment with the Town Center Specific
Plan. The citywide plan emphasized the importance of connectivity, flexible event space, and upgraded
amenities to meet the needs of a growing and diverse community. The Skypark Master Plan should
reflect and expand upon these goals.
IV. SCOPE OF SERVICES
The City of Scotts Valley is seeking a qualified firm with expertise in landscape architecture, park
planning, and community engagement to lead the development of a comprehensive, park-specific
Master Plan for Skypark. The plan should serve as a clear and actionable framework for the park’s future
improvements, programming, and long-term park management. It must emphasize the evaluation and
re-imagining of the existing park layout and amenities to better serve the evolving needs of the
community.
Project Objectives
• Assess existing park conditions, infrastructure, amenities, and usage patterns.
• Engage the community, stakeholders, and user groups to establish a shared vision for Skypark’s
future.
• Ensure compatibility with the 2025 Town Center Specific Plan through integrated design, shared
access, and cohesive land use transitions.
• Identify opportunities to enhance or reconfigure recreational features, including considerations
for relocation of temporary amenities (e.g., pump track, dog park).
• Evaluate internal circulation, parking, and multimodal access improvements, with an emphasis
on ADA compliance and pedestrian safety.
• Develop prioritized, phased recommendations for improvements and programming.
• Establish design guidelines, material standards, and operational recommendations for long-term
consistency.
• Recommend funding strategies, including potential grant opportunities, partnerships, and
phased implementation models.
• Align master plan recommendations with broader City plans and policies.
• Identify potential CEQA pathways and environmental considerations based on the proposed
improvements and phasing to inform future planning efforts. Preparation of CEQA documents is
not included in the scope of this RFP and will be addressed separately if required.
Consultant Responsibilities
The selected consultant shall be expected to perform the following tasks:
1. Project Initiation and Background Review
• Participate in a project kickoff meeting with City staff to confirm goals, schedule, and
deliverables.
• Review all relevant background materials, including the 2024 Parks Master Plan, 2025 Town
Center Specific Plan, previous site plans, and event/programming data.
• Conduct an initial site visit to assess existing conditions and operational context.
2. Site Inventory and Needs Assessment
• Perform a comprehensive evaluation of the park’s existing physical conditions, including
amenities, infrastructure, circulation, accessibility (including ADA), landscape, and visual
character.
• Identify constraints, deficiencies, and opportunities for improvement.
• Analyze current and projected community demographics, usage trends, and programming
needs to inform future planning.
• Evaluate current and projected community demographics and recreation trends.
3. Community and Stakeholder Engagement
• In collaboration with City staff, develop a public outreach strategy to ensure meaningful,
inclusive, and accessible engagement.
• Facilitate community workshops, surveys, stakeholder interviews, and/or pop-up events to
gather input.
• Summarize community feedback and integrate it into design development.
• Two (2) City staff coordination meetings to review findings, project priorities, and confirm
direction.
• Facilitate a minimum of two (2) public community engagement meetings, could include a
presentation of results following the survey and needs assessment and a second meeting
prior to submitting the final draft to the Parks and Recreation Commission.
• Final presentations to both the Parks and Recreation Commission and City Council for
adoption of the Master Plan.
4. Visioning and Conceptual Design
• Develop guiding principles and a long-term vision statement for the park.
• Prepare up to three conceptual design alternatives for park layout, amenities, circulation, and
programming.
• Present alternatives to City staff and community stakeholders; refine a preferred concept
based on feedback.
5. Master Plan Development
• Develop a detailed, illustrative Skypark Master Plan that includes:
o Recommended improvements and amenity locations
o Circulation and access improvements
o Landscape, furnishing, and lighting concepts
o Programming opportunities and event infrastructure
• Provide implementation strategies including:
o Phased improvement plan
o Planning-level cost estimates (by phase)
o Operations and maintenance recommendations
6. Final Deliverables and Adoption Support
• Prepare a complete Draft Master Plan for staff and public review
• Revise and finalize the plan based on feedback
• Present the Final Master Plan to the Parks & Recreation Commission and City Council
• Provide all final materials in editable digital formats (Word, InDesign, CAD, and GIS-
compatible formats as applicable), along with print-ready PDFs.
Deliverables
The selected consultant shall provide the following deliverables:
• Project Work Plan and Schedule
– Timeline of tasks, milestones, and meetings.
• Existing Conditions and Needs Assessment
– Summary of current park infrastructure, amenities, usage, and constraints.
• Community Engagement Summary
– Outreach plan, materials, participation metrics, and key findings.
• Conceptual Design Alternatives
– Up to three concept plans with graphics and planning-level cost ranges.
• Preferred Concept Plan
– Refined site layout incorporating staff and community input.
• Phasing and Cost Strategy
– Recommended implementation phases with cost estimates.
• Design and Maintenance Guidelines
– Materials, finishes, and operational recommendations.
• Town Center Coordination Summary
– Narrative outlining design integration with the 2025 Town Center Specific Plan.
• Environmental Review Summary (CEQA Screening Memo)
– A short memo documenting whether the Master Plan is categorically exempt and outlining
potential next steps for environmental review of future improvement projects.
• Draft and Final Master Plan
– Full plan document in editable and print-ready formats (Word, PDF, InDesign, CAD/GIS as
applicable).
