This RFI/SSN is issued solely for information and planning purposes. It does not constitute a Request for Quote (RFQ), a Request for Proposal (RFQ), or a promise to issue an RFQ or an RFP in the future. This RFI does not commit the Government to contract for any future supplies or services. At this time, the Government is not seeking proposals and will not accept unsolicited proposals. The Government will not pay RFI responders for any information or administrative costs incurred responding to this RFI. All costs associated with responding to this RFI are solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFQ or RFP if one is issued. Any information submitted by respondents is strictly voluntary.
This RFI is intended for the Government to identify sources that can provide the required services or supplies. The information provided in this RFI is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment, or as authorization to incur a cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
A need is anticipated for the US Army TRADOC which requires the capability of mitigating student cheating by locking down browser and keyboard functions. The Army also requires the capability of creating, reusing, and sharing assessments between instructors and training developers who use the Enterprise Lifelong Learning Center and the Army Lifelong Learning Environment Commercial Managed Hosting (current vendor Blackboard).
