Governance and Management and Enterprise-Wide Strategic Planning

(1) AGENCY AND CONTRACTING ACTIVITY
The Office of Policy and Strategic Planning (NA-1.1) of the Department of Energy (DOE), National Nuclear Security Administration (NNSA) plans to contract for support to the Office of Policy and Strategic Planning (NA-1.1) on the development and execution of documents and tools related to Governance and Management (G&M) reform across the Nuclear Security Enterprise (NSE) as well as enterprise-wide strategic planning by using an authority for limited sources. The contracting activity is the NNSA Headquarters Services Acquisition Branch (NA-PAS-314).
(2) NATURE AND/OR DESCRIPTION OF THE ACTION
This action is conducted under the authority of the General Services Administration (GSA) Multiple-Award Schedule (MAS) Program, and will result in the award of a three-month, time-and-materials Task Order to the Project Enhancement Corporation (PEC), with two, three-month option periods. This Task Order will be awarded under NNSA’s Technical, Engineering, and Programmatic Support Services III (TEPS III) Blanket Purchase Agreement (BPA) awarded to PEC under GSA MAS Contract GS-00F-0004T.
(3) DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED
This action is needed to acquire critical governance, management, and enterprise-wide strategic planning support to the NNSA’s Office of Policy and Strategic Planning and the senior leadership of NNSA. The contractor shall be required to provide enterprise-wide, strategic planning processes; support the development and integration of long-term strategic priorities for the NSE; provide enterprise-wide policy support; and conduct broad coordination with diverse stakeholders within NNSA, requiring frequent
incorporation of critical, highly detailed input from across the NSE.
The period of performance will run from March 14, 2025, to June 13, 2025, with two, three-month option periods. The total estimated value of this action (inclusive of option periods) is
(4) LIMITED SOURCES AUTHORITY AND SUPPORTING RATIONALE
This action is conducted pursuant to 48 CFR 8.405-6(a)(1)(i)(C), which authorizes exception to the procedures of 48 CFR 8.405-1, 8.405-2, and 8.405-3, when, in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with those sections and was not previously issued under sole source or limited sources procedures.
PEC is currently providing the services identified in § 3 above under an existing FAR Part 8 Task Order that was not issued under either sole source or limited sources procedures. NNSA requires continued, short-term support from PEC to finalize ongoing projects and work under these requirements. PEC’s experience and current involvement with this requirement uniquely positions it as the logical contractor to continue to provide the support requirements. PEC has successfully performed these requirements and
has staff with the appropriate clearance levels and qualifications in place to continue to support the requirement. Competing this short-term action would result in duplication of cost and effort, as well as cause unacceptable delays in meeting the current requirement. With the efforts to recompete a longerterm Task Order currently underway, an additional competition for a short-term Order would duplicate the work already in process and lead to higher administrative costs. Additionally, a new contractor would
require time for onboarding and transition, resulting in additional delays and administrative costs. Given the nature of this requirement and the potential impact a new short-term Order could have on cost and performance, awarding a follow-on Task Order to PEC is in the interest of economy and efficiency and in the best interest of the Government.
(5) BEST VALUE DETERMINATION
After consideration of the level of effort and mix of skills required for the tasks, PEC’s published GSA MAS rates (further discounted by its TEPS III BPA), and the economy and efficiency gained by having PEC continue the performance of these short-term requirements, the Contracting Officer determined that the proposed award to PEC represents the best value to the Government.
(6) MARKET RESEARCH
Additional market research was not conducted for this action, while NNSA is aware that other vendors (including TEPS III BPA holders) may have the underlying skills to ultimately perform the required work, potential award of these short-term requirements to another vendor would not be in the interest of economy and efficiency (see § 4).

(8) ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS TO COMPETITION.
Prior to completion of PEC’s work under this Task Order, NNSA anticipates issuing a request for quotations to all TEPS III BPA holders for the follow-on requirements.
