INSTRUCTION TO BIDDERS

1.        Scope: This proposal is for an owner-occupied rehabilitation of a single-family home for health and safety issues:

2.        Plans and Specifications: For a project description please see the attached scope of work for a list of items that need to be addressed for health and safety.

3.        Bids: Bids may be submitted on the form provided by the County of Humboldt, or an alternate form, but you must enter a total cost estimate for each task itemized on the scope of work. Signatures must be in ink by a principal, duly authorized to sign contracts.

The owner will select a contractor of choice and reserves the right to reject all bids.

The Bid Form, a copy of the Scope of Work with prices itemized, and a project timeline must be received or delivered to County of Humboldt Planning and Building, Attn: Housing Programs, 3015 H Street, Eureka, (jmoredo2@co.humboldt.ca.us) no later than the date indicated below:

Friday, June 20th, 2025, by 5:00 pm

4.        Contract: The form of the contract will be “Prime Construction Contract” between owner and contractor. The Contract will contain an addendum outlining the relationship between the owner and contractor. Prior to awarding a contract the County will ensure that the contractor is not debarred from receiving state funds and has a valid contractor’s license.

5.        Time of Performance & Delay: Contractor should be available to complete all work prior to December 31st, 2025.

6.        Allowances: If the contract price includes “allowances”, and the cost of performing the work covered by the allowance is either greater or less than the allowance, the contract price shall be increased or decreased accordingly. Unless otherwise requested by the Owner in writing, the Contractor shall use his own judgment in accomplishing the work covered by an allowance. If the Owner requests that work covered by an allowance be accomplished in such a way that the cost will exceed the allowance, the Contractor shall comply with the Owner’s request, provided that the Owner pays the additional cost.

7.        Bid Guarantee: Bidder shall guarantee his bid for a period of thirty-days upon County’s receipt of document. If the successful bidder defaults, they may be eliminated from any future proposals concerning County’s rehab programs.

8.        Pre-Bid Walk Through/Visiting the Site: Before submitting a bid on this proposal, the bidder must make arrangements with the homeowner to tour the home for the purpose of observing firsthand conditions relevant to the completion of the work. No consideration will be given to any claim based on lack of knowledge of existing conditions, except where contract documents make definite provision for an extension of time due to existing conditions not readily foreseeable.

Special Requirements:
9.        Performance Guarantee: The Performance Guarantee will be a holdback of ten percent (10%) of the total contract price to be held by the lender until the Owner signs the Notice of Completion. Hold back is deducted from each progress payment request.

10.        Scope of Work Changes: All scope of work changes will be signed by the Contractor and the Owner and approved by the County. Due to funding limitations, the owner reserves the right to delete any item on the work write-up and deduct the amount bid for that item from the base bid.


11.        Insurance and Deposits: The Owner will be advised to procure, at their own expense and before the commencement of any work hereunder, fire insurance with course of construction, vandalism, and malicious mischief clauses attached, such insurance to be in a sum at least equal to the contract price, with loss, if any, payable to any beneficiary under any deed of trust covering the Project.

The Contractor shall carry Worker’s Compensation Insurance for the protection of the Contractor’s employees during the progress of the work. The Contractor shall obtain and pay for insurance against injury to his own employees and persons under the Contractor’s direction, and persons on the job site at the Contractors’ invitation.

12.        Payment: Payment will made by the County after receipt of signed invoices and inspection. Payment may take up to three weeks, and ten percent of each invoice will be held back pending notice of completion.

13.        Clean-Up: Upon completion of the work, the Contractor will remove from the Owner’s property, debris and surplus materials created by his operation, and leave it in a neat and clean condition.
