Amendment 1 :



In the RFP issued June 3, 2025, the National Park Service (“NPS” or “Service”) stated it would accept questions about the RFP submitted in writing and received by July 7, 2025. The NPS has responded to questions about the RFP received within the allotted time at the link below. The NPS has amended two of the solicitation documents: The RFP and Draft Agreement Exhibit 4: Maintenance Requirements. The amendments are in the NPS responses to the questions, except for the amendment to RFP Selection Factor 3 (Waste Reduction), which has been amended to reflect recent policy changes prescribed by Executive Order 14208 and Secretary’s Order 3430.



The National Park Service issues a Request For Proposals (RFP) from qualified entities to operate certain premises and provide food and beverage and retail visitors services within National Mall and Memorial Parks through one (1) privilege percentage agreement pursuant to the Visitor Experience Improvements Authority (“VEIA”), as provided under Title VII of the National Park Service Centennial Act (Centennial Act), Pub. Law No. 114-289 and 36 C.F.R. part 52 published in the Federal Register on January 17, 2025 and effect March 21, 2025. Additional information can be found at the following link:

NAMA VEIA - Concessions (U.S. National Park Service)



The RFP describes the business opportunity and the terms and conditions of the Draft Privilege Percent Agreement No. VA-NAMA003-25 (“Draft Agreement”). General information about this business opportunity and the Draft Agreement are provided below.

The Draft Agreement requires the operator to provide the following commercial visitor services:




  • Food and Beverage

  • Retail



Site Visit



The NPS will host a site visit on June 20, 2025 for entities interested in responding to the RFP. The site visit provides interested entities an overview of the commercial operation and a tour of the operation and premises (land and real property managed by the Operator under the Draft Agreement). Registration is required to attend the site visit. Site visit is mandatory for all entities intending to respond to the RFP. To register, contact Greg Kimmitt, Branch Chief, Planning and Development, NPS Commercial Service Program at NAMA_VEIA@nps.gov, no later than June 13, 2025. Please see the related notice for additional information on the site visit.



Questions Due



If you do not understand something in this RFP, you must submit your questions or comments to via email at NAMA_VEIA.gov no later than July 7, 2025. The questions must be in a format that allows the NPS to copy them to Microsoft Word.



Submission of a proposal



Prior to the proposal deadline of August 8, 2025, you will receive a welcome email message from the NPS’s Microsoft Teams platform at the email address you provided when you registered for the site visit. You must accept the invitation before you can access the Teams site to upload your proposal. Other than the “Attachment 1: Certification” with handwritten signatures, the NPS will not accept proposals submitted in hardcopy or via another electronic platform, including email. The original hardcopy of the “Attachment 1: Certification” with handwritten signatures are also due by August 8, 2025. See the RFP for mailing instructions.
